Ukraine will change the required IQ level for judicial candidates.

Ukrainian President Volodymyr Zelenskyy signed a law amending the qualification examination procedure for candidates for positions in appellate courts and the High Anti-Corruption Court (HACC). This is stated in the bill's proclamation on the Verkhovna Rada website.

In 2023, Ukraine introduced mandatory cognitive ability (IQ) testing for judicial candidates. They must also pass examinations in their judicial specialization. The High Qualification Commission of Judges (HQCJ) of Ukraine currently decides whether to admit candidates, but the passing score cannot be lower than 75%. This requirement will now be abolished.

Now, the assessment of cognitive abilities will be considered successful if the candidate achieves the “average acceptable score for the cognitive abilities test, established by the High Qualification Commission of Judges of Ukraine (HQCJ).”

Practical assignments will be taken in the court specializations chosen by the candidate, and the examination will be recorded using video and audio equipment.

A separate clause in the law states that testing on the history of Ukrainian statehood is not conducted as part of the qualifying exam during competitions for vacant judicial positions in appellate courts and the High Anti-Corruption Court.
