June 22, Minsk . The Ministry of Antimonopoly Regulation and Trade has clarified the innovations of Decree No. 171 of June 13, 2023 "On taking measures in the field of pricing", BelTA informs.

The document is aimed at ensuring uniform approaches in the field of pricing by updating the powers of state bodies to regulate prices (tariffs) and establishing the most transparent mechanism for setting export prices for individual goods.

The decree enshrines the right of the government, if necessary to stabilize the price situation, to approve lists of goods (works, services), prices (tariffs) for which are regulated, and determine the procedure for their formation and application.

In addition, in order to de-dollarize the economy , the increase in payments for housing and communal services for individuals is not linked to the US dollar. Now the increase in tariffs will be equivalent to 0.5 base units.

Taking into account the established practice, amendments were made to the Decree of February 25, 2011 No. 72. Thus, the coordinating function of MART on decisions taken by state bodies on the establishment of regulated prices (tariffs) has been strengthened. For example, the harmonization of MART tariffs for water supply, water disposal (sewerage), heat supply, and municipal solid waste management has been introduced; for services provided to the population for the treatment of municipal solid waste; the cost of educational programs of higher, secondary and special education on a paid basis in public educational institutions, regulated by the Ministry of Education; prices for petroleum products used as motor fuel when they are sold through gas stations.

The decree also corrects the list of goods, works, services, prices (tariffs) for which are regulated by the government and other state bodies (organizations). Basically, the changes relate to clarifying the names of regulated positions and bringing the list in line with other regulatory legal acts in the field of pricing. Thus, a number of clarifications have been made to bring certain decrees in line with the new version of the Housing Code.

The competence of the government includes the authority to regulate prices (tariffs) for goods, works, services within the framework of the state defense order (with the exception of military products, services), regulation of real estate services that are provided to individuals (with the exception of individual entrepreneurs) in relation to residential premises, land plots, dachas, garden houses, garages, parking spaces.

The scope of MART regulation has been clarified. Thus, prices are set for alcoholic products with a strength of more than 28%, but this regulation does not apply when sold to duty-free shops and further to buyers. Also fixed is the regulation of prices (tariffs) for goods, works, services of legal entities and individual entrepreneurs occupying a monopsony position, included in the state register of economic entities that occupy a dominant position in the commodity markets of Belarus (republican and local levels).

The competence of MART includes the regulation of tariffs for the use of residential premises in state dormitories (except for those related to the education system) and prices for products intended for dietary nutrition in health care institutions. At the same time, regulation of tariffs for the carriage of goods and passengers by rail, public telecommunications services, as well as a number of other services is excluded from the powers of MART.

The regional executive committees and the Minsk city executive committee are empowered to regulate tariffs for services for managing the common property of joint household ownership in residential buildings, as well as for elevator maintenance services for legal entities and citizens (including individual entrepreneurs) operating non-residential premises.

In addition, subparagraph 1.3.1 of paragraph 1 of Decree No. 6 of May 7, 2012 was suspended, which granted the right to commercial organizations located in rural areas to sell skimmed milk powder and butter for export without exchange trading on the Belarusian Universal Commodity Exchange.
