In order to ensure order and efficiency of work, each farm should be assigned to a specific employee of the district executive committee, and the district - to an employee of the regional executive committee. This was stated by President of Belarus Alexander Lukashenko at a plenary session of the national seminar-conference on the development of livestock farming, a BELTA correspondent reports.
Speaking about the situation in the sphere of beef cattle breeding, the head of state drew attention to the fact that over the past 10 years, the peak of success came in 2020, when almost 1.76 million tons of meat and poultry were obtained.
"But later, for some reason, they were unable to maintain the level they had achieved," he noted. "In 2022, cattle production decreased in the Gomel, Vitebsk and Mogilev regions."
In almost every fifth organization in the republic, average daily weight gain was less than 400 g, and in the Gomel and Mogilev regions, almost every second organization worked with such a low result, the President continued.
"Of course, it is impossible to increase the rate of milk and meat production without increasing the livestock. At the same time, the cattle population is decreasing from year to year: by more than 100 thousand heads over five years, including by 22 thousand in 2022. The main reason is death (2021 - 102.8 thousand heads, 2022 - 111 thousand heads)," Alexander Lukashenko cited the data. - Last year, this indicator increased in 69 districts of all regions of the republic. Moreover, the highest rates were in the Starodorozhsky (3 times) and Soligorsk (2.2 times) districts of the Minsk region, the Shumilino district of the Vitebsk region (2 times).
This year, according to the head of state, the death rate has increased in 53 districts of the republic, and in 14 districts it has exceeded last year's level by 1.5 times. For example, in the Chashniki district of the Vitebsk region, the death rate has increased almost 3 times, in the Krasnopolsky district of the Mogilev region - 4 times.
"According to the conclusions of all regulatory bodies, the reasons are banal: violations of housing technologies, mismanagement and outright sloppiness," Alexander Lukashenko outlined the problems and gave a number of examples. In some agricultural organizations, livestock is kept in unsanitary conditions, there is no bedding material, manure is not removed in a timely manner, feeding rations and temperature conditions are not observed.
The President recalled that last year he instructed the government, together with the governors, to develop a plan for each district, outlining how and within what time frame order would be restored in them.
"But one gets the impression that the measures have been taken only on paper. And the local authorities and the state veterinary service, instead of monitoring, are helping to hide the true state of affairs and blatant mismanagement behind formal plans and relatively satisfactory figures!" the Belarusian leader said.
According to the Ministry of Internal Affairs, 480 criminal cases related to concealment of death were initiated in 2022. This year, there are already 205. This is a third of the total number of economic crimes in the agricultural sector.
"I think it would be reasonable to assign each farm to a specific district executive committee employee in the future, and the district to a regional executive committee employee. By last name. So that in the future it would be immediately clear who to reward if things are going well, and who to hold accountable if things are going badly," the head of state suggested.
"There are also problems in pig farming, which we discussed in detail recently at a meeting. Specific tasks have been set. Fulfil them. The demand will be serious," Alexander Lukashenko advised.
