This was stated by Dmitry Krutoy, HEAD of the Presidential Administration, to reporters following the Mogilev Regional Executive Committee meeting, BelTA reports.

At the regional executive committee meeting, the results of socioeconomic development and budget execution for the first half of 2025 were reported. Growth opportunities for the region's economy were identified.
"A lot was said about this at the meeting today. The main focus, of course, is on industrial enterprises. Because in the first half of the year, the GRP shortfall is primarily due to the work of the industrial sector. These are enterprises of various industries. At the meeting, we separately heard the EXPORT plans of these enterprises. it is clear that the difficulties in the Russian market of the current nature are related to the high interest rate, the refusal of a number of counterparties from contracts agreed upon at the beginning of the year, the stalling of a number of joint investment projects. Therefore, it is necessary, of course, to quickly reorient ourselves to other markets, and the work of the marketing services of these enterprises to find new partners in the CIS countries, Asia, Africa is now coming to the forefront, - said Dmitry Krutoy. - Seven months of economic operation have already passed, all plans have been drawn up. And, despite the fact that the revenue side of the regional budget is being implemented well, more than 15 districts of the region are even exceeding it (that is, there are additional sources that can be directed to some new areas), but we would like, as the President directs us, to use them primarily for investment . The region has been "This year, Mogilev Oblast is the republic's leader in terms of achieving construction and installation work targets, purchasing new equipment, and producing import-substituting products. This positive moment was also noted today."
 Industrial performance is key to achieving all of the region's overall targets and indicative indicators, noted the Head of the Presidential Administration. "We cannot allow Mogilev Oblast to lose its expertise in petrochemicals, woodworking, pulp and paper production, or light industry. Yes, there are private companies in these sectors, and there are municipal companies that demonstrated the best results and growth dynamics in the first half of the year. But we still want to ensure that the republic-wide level does not slow down," he emphasized. He 

added that a major discussion with the President at the government level regarding the economy's performance as a whole is planned for the first nine months. "And we want Mogilev Oblast to approach this discussion with a worthy result," the Head of the Presidential Administration noted.

"Agriculture was less discussed today, given that everyone understands the reasons for the temporary slowdown in crop production due to the two-week shift in harvesting dates. In principle, as of mid-August, we see that by the end of the month, all this dynamics will level out. And in general, the region is expected to have a grain harvest of 1 million 400 thousand tons, taking into account both rapeseed and corn. These figures are higher than last year. In terms of forage procurement, the region is currently on track to have a 10% increase compared to last year. The next task is to turn these good expected results in crop production into growth in the dairy and MEAT sector. To improve MILK productivity, weight gain, and reduce livestock mortality , although here, too, the results in the first half of the year are more or less normal," said Dmitry Krutoy. "The next sector is construction. All the tasks of the republican investment program have been fulfilled. There are shortfalls in a number of objects of the regional program, which were also discussed in detail today. All the leaders assured that literally In the next 3-4 months, this entire shortfall will be eliminated. The ironclad rule is to use every budget ruble fully, because in the current difficult conditions of budget formation and distribution, we cannot afford to waste funds, especially for investment purposes, and not only for investment ones. Because in the Year of Improvement plan, we have a huge number of projects and obligations to the residents of the Mogilev region to commission both social facilities and infrastructure elements. Funds have been allocated for this, all these projects are fully budgeted, and we simply need to implement them. 
The region has good indicators for services exports. "Construction, transportation, and IT professionals working in this segment in the region are doing well. I've already mentioned the reasons for a certain decline in exports to the Russian market. In the coming months, given the slowdown in inflation in RUSSIA and the expected reduction in interest rates by the Russian Central Bank, we expect a revival in the traditional segments of consumers of our products. No one is giving up, but these financial schemes for export promotion are, unfortunately, currently stalling in certain segments of the Russian market," the Head of Administration added.
