Mandatory Animal Labeling Law: Deadlines and Rules

Deadlines for accounting are set depending on the type of animals, their number and form of ownership of the farm - from September 1, 2024 to September 1, 2029.

Animals belonging to biological species included in the list approved by Decree of the Government of the Russian Federation dated April 5, 2023 No. 550 are subject to identification and accounting:

Animals labeled before September 1, 2023, as well as animals labeled outside of Russia and imported into the country, are not subject to re-labeling.

Accounting is carried out in the FSIS "VetIS"-Horriot component free of charge by specialists in the field of veterinary medicine who are authorized persons of bodies and organizations included in the system of the State Veterinary Service of the Russian Federation, or specialists in the field of veterinary medicine who are not authorized persons of these institutions. Cases when the procedure can be carried out by specialists who are not authorized persons of these organizations will be set out in the Veterinary Rules for Marking and Recording Animals, which are currently being developed by the Ministry of Agriculture of Russia.

Accounting is carried out with the assignment to an animal (group of animals) of a unique alphanumeric identification number. It is valid for the lifetime of the animal (the lifetime of a group of animals). Re-registration of an individually marked animal is not allowed.

Marking is carried out by the owners at their own expense independently or through the involvement of other persons. The type of marking agent provided by the veterinary regulations, depending on the type of animal, can be chosen independently.

Owners are obliged to provide competent specialists, upon their request, with access to animals for inspection and registration (with the exception of access to living quarters).

Objects of the animal world provided for by the Federal Law of April 24, 1995 No. 52-FZ "On the Fauna" and aquatic biological resources provided for by the Federal Law of December 20, 2004 N 166-FZ "On Fishing" are not subject to individual or group labeling and accounting. and conservation of aquatic biological resources, as well as non-agricultural animals owned by citizens.

To date, data on 4.5 million animals have been uploaded to the FSIS VetIS information system as part of individual records. Most - about 3 million - are cattle , over 985 thousand - small cattle, almost 51 thousand - horses. In addition, information about 10,000 service dogs has been added to the Horriot component.

More than 433 million animals are covered under the group census, a significant part of which are fish (214 million), poultry (203 million), pigs (8.5 million) and bees (4 million).

Rosselkhoznadzor has long and consistently advocated the introduction of registration and labeling of animals. This is necessary to ensure the traceability of goods under state veterinary supervision, to prevent the spread of contagious diseases, including those common to humans and animals, as well as to quickly identify the source of their spread and quickly search for livestock.

Animals kept in private farms are also susceptible to disease and can be a source of disease. Thus, they are subject to labeling and accounting even if they are not kept for the sale of agricultural products.

The service continues to improve the Horriot component, maintains a constant dialogue with the professional community. Instructions and reference material have been developed, technical support has been organized, a telegram channel has been created to discuss topical issues of accounting and labeling.
