
The Chamber of Commerce and Industry (CCI) proposes to introduce a quota system for state support for small farmers in agricultural production. This was announced by Vladimir Gamza, Chairman of the Council of the Chamber of Commerce and Industry for Financial, Industrial and Investment Policy, during the online conference "Investments in the Agro-Industrial Complex: a new "point" of growth."
"It would be very right now to introduce such a system of state support quotas for our farmers of small forms of agricultural production, so that at least 30% of the total support would be fixed and provided only to small enterprises in the agro-industrial complex," Gamza said.
According to him, "one cannot do without serious state investment in the further development of the agro-industrial complex." He also believes that it would be expedient to introduce a special state program for the development of infrastructure in rural areas.
"It is an infrastructure program for agricultural producers, so that we do not just build roads, but that when implementing such a program, we first of all think about how this will affect and lead to an increase in production in the agricultural sector. And there are many additional issues related not only to the road , but also with gasification, social facilities - schools, hospitals - this is a key task today, because, unfortunately, the infrastructure in rural areas is being destroyed," the representative of the Chamber of Commerce and Industry noted.
Also, according to Gamza, it would be right to significantly increase the tax burden on the owners of unused arable land with agricultural status. "I think that an additional turnover of such lands will immediately arise and they will be used," the expert concluded.
The State Duma will consider amendments to the pensions of agricultural workers
In December, Russian Minister of Agriculture Dmitry Patrushev announced that the volume of state support for the agro-industrial complex in 2020 would amount to 308.5 billion rubles. The Ministry of Agriculture also noted that in 2020, within the framework of the state program of the agro-industrial complex, 13.6 billion rubles of federal funds were allocated for targeted support of small businesses.
