
In Russia, the norm of the Soviet period on the free distribution of milk to production workers for "harmfulness" was canceled.
The decision of the Russian government dated February 3 on the abolition of a number of normative acts of the Soviet period, including the Decree of the Council of Ministers of the USSR dated May 19, 1967 No. 446 “On the procedure for the free distribution of milk to workers and employees engaged in work with harmful working conditions” ( SP USSR, 1967, No. 12, item 80).
The decision was published on 13 February. In accordance with the conditions for the entry into force of federal regulations, government acts affecting the rights, freedoms and duties of a person and citizen come into force seven days after publication.
However, according to Art. 222 of the Labor Code of Russia, employees employed in work with harmful conditions are given milk or other equivalent products free of charge according to established standards. At the written request of the employee, the issuance of products can be replaced by a payment equivalent to their value.
Since May 2019, a reform of control and supervisory activities has been carried out in Russia, during which the government intends to abolish over 20,000 regulations from the times of the USSR and the RSFSR.
