Vladimir Burmatov, First Deputy Chairman of the Duma Committee on Ecology, Natural Resources and Environmental Protection, prepared an amendment to the law about this, and, as it became known to Parliamentary Newspaper, he plans to submit it to the State Duma on October 28.
According to veterinarians, thousands of animals die every year due to the fact that drugs from the list for veterinary use are not enough to treat a number of diseases, Vladimir Burmatov said at the Parliamentary Newspaper press center on October 27. “The veterinary list is about two thousand items, and the medical list is 19 thousand items,” the deputy specified.
He explained that the list of veterinary medicines was originally formed for farm animals.
“But pigs and cows are not treated for oncology, they are simply slaughtered. They do not treat diseases of the organs of vision, cardiovascular diseases, diseases of the kidneys, digestive system and others. They do not need to be resuscitated, because they are immediately, I beg your pardon, allowed to eat MEAT, ”said Burmatov.
At the same time, according to him, people are fighting for the life and HEALTH of their dogs, cats, and other pets, and veterinarians have their hands tied. As a result, they have to go to tricks. “They are forced to either send a person to a pharmacy to give the animal the medicine that he will bring, or buy drugs ostensibly for themselves, but apply them to animals. And sometimes, as I observed in St. Petersburg , large clinics open pharmacies through the wall, registered to another legal entity, ”said the deputy.
And these are almost legal methods. “And if the drug is required prescription? What are we pushing the veterinarian into, what are we pushing people into - breaking the law? Why?" Burmatov asked reasonable questions.
Therefore, he proposed to legislatively change the situation. On October 26, the State Duma adopted in the first reading a government bill on drug control in veterinary medicine. “And I will introduce an amendment there on the use of medicines for the treatment of animals,” the deputy said.
Burmatov proposed to simplify the registration of medicines for humans as medicines for animals and thereby seriously expand the list of veterinary medicines. “The point is to be able to recognize a medical product as a veterinary one, that is, suitable for use in veterinary medicine,” the parliamentarian explained.
The proposed method was agreed with the Ministry of Agriculture, Vladimir Burmatov noted. Initially, he proposed a more radical version, similar to that used in world practice. In some countries, a veterinarian may use drugs to treat animals if the possibilities of using veterinary drugs have already been exhausted, and the cat or dog has not been cured. But such a mechanism could not be coordinated with the Ministry of Health and the Ministry of Agriculture.
Then the State Duma proposed another option - simply to simplify the inclusion of drugs for people in the list of veterinary drugs.
This will make it possible to treat animals for a number of diseases, conduct effective anesthesia and rehabilitation after operations, Vladimir Burmatov is sure.
