Thus, according to the new version of the document, the share of domestic selection and genetic developments in the total volume of the seed market should reach 75% by 2031. Including at least 50% for potatoes and SUGAR beets, 91% for grains, 75% for oilseeds, and 77% for corn. The share of varieties and clones of fruit and berry crops by this time should be 85%, the share of vineyards planted with seedlings produced in RUSSIA should be 70%. Also, by 2031, the share of production of new domestic MEAT crosses of chickens should be 25%, the share of production of domestic breeding cattle of meat breeds in the total volume of meat cattle purchased in the country should be 99%. In dairy farming, the share of production of domestic breeding cattle should reach 72.1% of the total volume of purchased livestock.

The volume of funding for the program from the federal budget is estimated at more than 59 billion rubles, including 5.3 billion rubles this year and 6.8 billion rubles in 2024. The previous version of the program assumed the allocation of about 34.7 billion rubles for its implementation.

At the end of June, the HEAD of the Ministry of Agriculture Dmitry Patrushev announced the replacement of grant support for events within the framework of the Federal Scientific and Technical Program for the Development of Agriculture with subsidies to reimburse part of the costs. This approach will improve the efficiency of the program, the press service of the agricultural department reported. Patrushev noted that the ministry has already begun to take specific steps to accelerate the transformation of Russian selection and achieve self-sufficiency in seeds at the level of 75%. The minister also noted that  the Ministry of Agriculture  is actively modernizing the material and technical base of research institutes and stimulating dialogue between the state, science and business. The area of ​​seed plots has been increased in the regions, and favorable conditions are being created for investment in domestic seed production.

The implementation of the FSTP began in 2017. Initially, it was designed until 2025, but at the end of 2021, at the suggestion of the president, it was extended until 2030. At that time, the following subprograms were approved within the framework of the FSTP: "Development of potato breeding and seed production", "Development of sugar beet breeding and seed production", "Creation of a domestic competitive cross of meat chickens for the purpose of obtaining broilers", "Improvement of the genetic potential of beef cattle", "Development of the production of feed and feed additives for animals", "Development of selection and seed production of oilseeds", "Development of viticulture, including nursery farming", "Development of horticulture and nursery farming", "Development of selection and seed production of industrial crops".
