The Office of Rosselkhoznadzor for the Rostov, Volgograd and Astrakhan regions and the Republic of Kalmykia, based on the results of the analysis of the FSIS "Mercury", identified more than 9 thousand violations in 2023

The main violations recorded by the department’s monitoring group were: violation of product traceability (registration of production VSD without indicating raw materials, adding products using paper VSD, through inventory); extending the shelf life of products; certification of products with advance production dates; non-compliance with the deadlines for “extinguishing” eVSD; entering false information about the vehicle; illogical (rapid) movement of products between business entities and others.

For example, during the analysis of data from the Mercury system by an authorized person on the site, IP Kasiyan R.G. (Astrakhan region) changes were made (dates of production, expiration dates, dates of incoming eVSD and dates of receipt) of incoming dairy ( MILK , sour cream, cheese) and MEAT products (semi-finished products, poultry ) through “inventory” acts.

Subsequently, according to the system, it was revealed that the authorized person sent the above products in excess of 4 tons via transport eVSD to social institutions in the city of Astrakhan and the region.

Due to this fact, the registration of the authorized person has been suspended.

A warning has been sent to the entrepreneur. In addition, the information was sent to the administrations of districts and municipalities of the region for information and taking response measures within the scope of their competence, as well as to law enforcement agencies to conduct a pre-investigation check on the signs of a crime under Art. 159 of the Criminal Code of the Russian Federation.

Social institutions that received products of unknown origin were informed.

In addition, analysis of data from the FSIS "Mercury" made it possible to establish the fact that more than 2 tons of dried fish of unknown origin were put into circulation at the site of Novoselovka LLC ( Rostov region ).

In particular, the authorized person of the economic entity added dried fish products (bream, roach, silver bream, rudd) with a total weight of 2.8 tons without information about incoming eVSD.

This fact indicates the legalization and release into circulation of fish products of unknown origin and is a violation of the technical regulations “On the safety of food products.”

The company was sent a warning about the inadmissibility of violating mandatory requirements. Registration of an authorized person in the Mercury system has been suspended. In addition, the Department canceled the production eVSD in the Mercury system for the specified batch of products.

The information was sent to law enforcement agencies and the regional environmental prosecutor's office to take prompt response measures within their competence.

In total, based on the facts of identified violations during veterinary certification of products, the Department sent more than 8.8 thousand warnings to business entities. The registration of 620 authorized persons in the FSIS "Mercury" has been temporarily suspended. The registration of 28 authorized persons was cancelled. In addition, more than 1.5 thousand warnings were sent to authorized persons of business entities.

For violations committed by state veterinarians, the ROSSELKHOZNADZOR Department sent relevant information to the veterinary departments of the constituent entities and to the prosecutor's office to take appropriate response measures.
