Criminal cases determined the price of Sredneuralskaya Poultry Farm. Kosilov expects to return losses of 1.5 billion

According to sources familiar with the situation at the enterprise, already in August, the “life cycle” of the last layers left in Sredneuralsk will come to an end. Market participants are currently actively discussing a possible change in the ownership of the asset. Moreover, they even name the cost - 1.3 billion rubles. The owner of Ravis, Andrey Kosilov, did not confirm the information about the planned sale, specifying that he would not sell the asset at a loss, and the amount invested in the enterprise was much higher than the price tag discussed by participants in the agribusiness of the Sverdlovsk region. Meanwhile, experts believe that environmental issues have contributed to the estimated value of the asset, since in the event of a change of investor, the new owner will have to at least invest in the reconstruction of the litter storage facility, the completion of the treatment facilities, which have not been legalized at the poultry farm for more than a year, and also resolve the issue of disposal of bird waste. To date, because of chicken feces, two criminal cases have already been initiated against the general DIRECTOR of the enterprise, and one of them is under consideration by the COURT.

The 17th Arbitration Court of Appeal dismissed the claims of Sredneuralskaya Poultry Farm LLC (part of Andrey Kosilov's Ravis group) to invalidate the decision of the Ural Interregional Department of Rosprirodnadzor.

Earlier, the Arbitration Court of the Sverdlovsk Region upheld the decision of the supervisory authority, which insisted on stopping work with chicken manure in the absence of a valid license for the collection, transportation, processing, disposal, disposal, disposal of waste of I-IV hazard classes. The lawyers of the poultry farm insisted that they do not interact with waste, but work with organic fertilizers. But sampling in the area of ​​the dung storage showed the presence of waste products of the vital activity of birds of III hazard class on its territory.

A source of Pravda UrFO in the agribusiness of the Sverdlovsk region said that at present the employees of the poultry farm are engaged in the conservation of equipment.

“Everything is packed and sealed. Only the broodstock remained, but, as far as I know, at the end of August, the life cycle ends for it. They do not plan to import new chickens, and in principle they are not talking about resuming work. Information came from several sources at once that Kosilov wants to sell the poultry farm, however, he has not yet found anyone who wants to buy it, ”says the interlocutor of the publication. According to him, we are talking about a cost of 1.3 billion rubles.

Meanwhile, Andrei Kosilov himself told the publication that he had invested more than 1.5 billion rubles in this enterprise.

“How can we sell it for 1.3? We have plans to return the money that we invested there by organizing the revival of the factory and its development. We are not going to sell this site at a loss,” the owner of the Ravis group emphasized.

For comparison, the government of the Sverdlovsk region is currently planning to sell the Reftinskaya poultry farm for at least 2.5 billion rubles. At the same time, the revenues of these enterprises are not comparable. Over the past few years, Sredneuralskaya's revenue has ranged from RUB 1.6 billion in 2018 to RUB 1.2 billion in 2020. Net assets of the enterprise exceed 416 million rubles with a negative value. Reftinskaya reported revenue of 6.4 billion rubles in 2020. In previous years, the figure varied from 5.8 to 6.1 billion. The amount of net assets reaches 1.1 billion rubles.

“Reftinskaya is staffed, works on a permanent basis and has no serious problems with supervisory authorities. In Sredneuralsk, hundreds of millions of rubles need to be invested in the repair of the litter storage facility alone. And the issue of drainage and processing of chicken manure still remains unresolved. Another significant disadvantage that all market participants have observed over the past year is a series of criminal cases against the HEAD of the enterprise, ”says a Pravda UrFO source from the poultry industry of the Ural Federal District.

Recall that in October last year, the Verkhnepyshminsky City Court received a criminal case, in which the director of the "Sredneuralskaya" poultry farm Maxim Maksimov became the accused. He is charged with committing crimes under part 2 of article 247 of the Criminal Code of the Russian Federation “Storage of hazardous waste in violation of the established rules, resulting in environmental pollution”, and part 2 of article 315 of the Criminal Code of the Russian Federation “Malicious non-execution of a court verdict that has entered into force”. According to investigators, in 2016-2018, he allowed the litter storage facility to be overloaded, which led to a spill of toxic waste. The damage was tentatively estimated at 14.5 million rubles. The court has already questioned the witnesses in the case. The next meeting will take place on August 20.

Meanwhile, Maxim Maximov is currently a defendant in another environmental criminal case, which is being investigated by the Investigative Department for the city of Verkhnyaya Pyshma. At the time of publication of the material, the press service of the ICR for the Sverdlovsk region could not clarify at what stage the investigation is currently at.

According to informed sources, in this case we are talking about the illegal discharge of liquid with chicken manure at night. This happened after the refusal of Teplovodokanal LLC to accept untreated liquid from the enterprise to the city treatment facilities.

To date, the poultry farm has not been able to obtain permission to commission its own treatment facilities, which were supposed to bring liquid waste to the standard state. As a result, representatives of the Russian Guard and Rosprirodnadzor at night recorded the illegal discharge of waste into the forest. Later, the enterprise tried to challenge the legality of the check, about which it was not warned 24 hours in advance.
