
The first report of violation of veterinary rules for keeping small ruminants by citizen A.N. Zakharutin, living in the village of Olshanka, Lgovsky district, Kursk region, was received by the territorial department of Rosselkhoznadzor for the Oryol and Kursk regions in October 2023. The owner of the private farm refused to provide his sheep to local veterinarians for mandatory preventive measures - vaccination against rabies, anthrax, as well as for sampling for diagnostic studies onbrucellosis . Employees of Rosselkhoznadzor issued the citizen a warning about the inadmissibility of the violation and a requirement to eliminate the identified violations of veterinary legislation. The fact that the owner of the sheep had not corrected the situation was reported to the Rosselkhoznadzor department already in December 2023 by employees of the Lgov station for combating animal diseases.
The Office of Rosselkhoznadzor filed a claim with the Lgovsky District Court of the Kursk Region to compel a citizen to comply with the requirements of veterinary legislation. The department's claims against the animal owner were satisfied by the Lgovsky District Court of the Kursk Region. On February 12, 2024 , the court made a decision and ordered the violator to provide the veterinary specialists of the State Budgetary Institution “SBBZH of the Lgovsky district and. Lgov" small cattle belonging to him for vaccination against anthrax, rabies, diagnostic tests for brucellosis. The livestock owner did not exercise his right to appeal the court decision within a month and corrected the violations.
