
The bill was developed on the basis of numerous appeals to deputies from citizens and farmers.
“Uncontrolled grazing of livestock causes significant damage to farms, agricultural enterprises, and citizens. This includes crop damage , land damage, and road accidents on highways,” commented Anatoly Bragin, Chairman of the Regional Legislative Assembly Committee on Legislation, State Building and Local Self-Government, on the initiative. His words are quoted in a message on the website of the Legislative Assembly of the Chelyabinsk Region.
Previously, the region had already introduced liability for uncontrolled grazing of livestock within populated areas. The issue of grazing animals outside cities and villages was not regulated in any way.
Now, for uncontrolled grazing or driving of animals, it is proposed to introduce a fine of 1 to 3 thousand rubles for citizens, from 5 to 15 thousand rubles for officials, from 50 to 100 thousand for legal entities. Fines increase to 5, 15 and 100 thousand rubles, respectively, if the offense is committed repeatedly.
