Rosselkhoznadzor predicts the introduction of avian influenza to industrial enterprises in the Kurgan region

Rosselkhoznadzor is seriously concerned about the situation with avian influenza in the Kurgan region and believes that if urgent and comprehensive measures are not taken to prevent and combat the disease, the virus may be introduced to large poultry enterprises in the region, which will lead to significant economic damage to the entire region.

On October 20, avian influenza was registered in domestic chickens in the village of Bolshoye Priyutnoye, Petukhovsky district, Kurgan region. If the regional authorities do not take effective preventive measures, and industrial enterprises do not eliminate violations of biosecurity systems, the virus may soon penetrate the poultry farms of the region.

Violations in the work of enterprises of the poultry sector of the Kurgan region have been identified and are being detected systematically.

In 2020, during the inspection of the Office of the Rosselkhoznadzorin the Chelyabinsk and Kurgan regions of the leading producer of poultry products in the Kurgan region - CJSC "Agrofirma Borovskaya", the destruction of the integrity of the enterprise's fence, the absence of disinfectant solutions in the disinfection barriers, which play a crucial role in the biological protection of any livestock complexes, were revealed.

When inspecting another Kurgan enterprise, Makhalov Breeding Plant LLC, which breeds geese and ducks, it was found that it not only allowed the territory to be littered and grossly inconsistent with the rules for waste disposal, but also hid the death of the bird.

Responsible persons at the poultry farm and breeding plant were brought to administrative responsibility by Rosselkhoznadzor.

At the same time, violations by companies were allowed against the background of the circulation of avian influenza in the region. In 2020, the Kurgan region ranked third in terms of the number of influenza outbreaks in poultry among the subjects of the Russian Federation.

Rosselkhoznadzor informed Governor of the Kurgan Region Vadim Shumakov and Chief Federal Inspector for the Kurgan Region Artem Pushkin about the current situation and the need to strengthen protection measures for poultry farms.

The Department of Rosselkhoznadzor for the Chelyabinsk and Kurgan regions has organized monitoring of the presence of the disease among poultry and wild birds, conducts inspections of entrepreneurs, conducts large-scale information work with the population, explains the need for free-range keeping of poultry, the inadmissibility of concealing the case, violations of the rules for the circulation of feed and disposal of biological waste.

The main reservoir of avian influenza viruses in nature are wild birds. At the same time, migration processes become one of the key factors in the spread of the disease.

Many migratory routes of wild birds pass through the territory of Russia. Due to the impossibility of controlling wild birds, the emergence of new cases of the disease cannot be ruled out.

Infection of poultry is initially associated with contact with wild birds carrying the virus. This is due to the open type of keeping birds in private households of citizens and small farms, which allows its free movement.

For industrial poultry farming, the main risk factors are violations in the biosecurity system of enterprises that contribute to the penetration of the virus into farms with feed, water, bedding, wild and synanthropic birds, rodents, transport and personnel.

Rosselkhoznadzor regularly recommends that the executive authorities of the constituent entities of the Russian Federation, including the Kurgan region, adopt comprehensive measures to prevent the introduction and spread of avian influenza, including:

* carry out activities aimed at identifying dead wild and synanthropic birds and sampling biological material with subsequent laboratory studies in the zones of seasonal migrations of wild waterfowl, including specially protected natural areas of regional and federal significance;
* ensure an objective accounting of the number of poultry in farms of all forms of ownership, in the first place - in personal subsidiary and peasant (farmer) farms;
* strengthen control over the provision by economic entities of biological protection of large industrial-type poultry farms;
* transfer large non-industrial poultry farms with a low level of biological protection to a closed type of operation;
* take measures to protect the number of poultry in the personal subsidiary farms of citizens and other non-specialized farms;
* to suppress the facts of illegal sale of poultry, raw meat of non-industrial production, including in unauthorized places of trade - in spontaneous markets, weekend fairs;
* carry out active explanatory work with the owners of the bird.
