“Marking and recording are regulated, among other things, by the Veterinary Rules for Labeling and Recording of Animals, approved by Order of the Ministry of Agriculture of Russia dated November 3, 2023 No. 832. The Code of Administrative Offenses of the Russian Federation (CAO RF) establishes administrative liability of individuals and legal entities for violation of veterinary rules and regulations, including for failure to fulfill the obligation to identify and register animals,” the department told Vizh.

Article 10.6 of the Code of Administrative Offenses of the Russian Federation (violation of quarantine rules and other veterinary and sanitary rules) provides for a maximum fine of up to 20 thousand rubles or suspension of activities for up to 60 days.

Rosselkhoznadzor also explained that, according to veterinary rules, animal registration is carried out by veterinary specialists. If an animal is imported into Russia, then its registration is already within the scope of authority of Rosselkhoznadzor .

“The presence of markings on animals can be checked by the state veterinary service of a constituent entity of the Russian Federation when carrying out anti-epizootic measures, for example, when carrying out vaccination , diagnostic studies, as well as when preparing veterinary accompanying documents for the movement of animals. Employees of the territorial departments of Rosselkhoznadzor can check the labeling of animals as part of individual control and surveillance activities, surveys, as well as when issuing export veterinary certificates,” the department explained to ViZh.
