The first report of violation of veterinary rules for keeping cattle by citizen S.P. Eremeev was received in October 2023. The owner of the private household plot refused to provide livestock to the specialists of the Lgov station for combating animal diseases for mandatory vaccination against rabies, anthrax, as well as for sampling biological material at brucellosis , leukemia and tuberculosis.

The Office of Rosselkhoznadzor for the Oryol and Kursk regions issued a warning to the citizen and a requirement to eliminate the identified violations of veterinary legislation. However, the demand was not fulfilled. This became known from a message from the veterinary service in December 2023.

The Office of Rosselkhoznadzor filed a claim with the Lgovsky District Court to compel a citizen to comply with the requirements of veterinary legislation. The court satisfied the claims of the Rosselkhoznadzor Office in full.

Currently, there are several more lawsuits in the courts to force citizens to comply with legal requirements. They concern, as a rule, malicious, repeatedly warned violators.
