- There will be many more questions on the enforcement of the law of the Federal Law No. 248 on livestock by-products. We do not even guess how it is on the spot, incl. courts, the prosecutor's office and our territorial divisions, divisions of Rosprirodnadzor will carry out this. Olga Zakharova , HEAD of the Department of Internal Phytosanitary and Land Supervision, Quality Control and Grain Safety of the ROSSELKHOZNADZOR, briefly spoke about the situation around the new law.

From March 1, 2023, as the Rosselkhoznadzor suggests, 86,000 livestock facilities may be under its control if they notify the department that they are switching to livestock by-products and refuse waste. Self-determined within the period given by law, from March 1 to May 1, 2023, only 19%.

- We have received 16,240 notifications that this will be a PJ and not a retreat. Moreover, the maximum number of notifications - 40% - came from legal entities. The maximum amount came from the Volga Federal District - 35%, from the Central Federal District and Siberia - 18% each. In general, we note for ourselves, taking into account all the meetings, that economic entities are not always aware of all the changes, the expert stated.

In three months, from March to May 2023, as part of supervisory measures, Rosselkhoznadzor carried out almost 1,700 preventive measures, because there are no planned measures in these areas.

Olga Zakharova recalled that the Rosselkhoznadzor, within the framework of the new Federal Law No. 248, exercises control over compliance with mandatory requirements within the framework of veterinary supervision and within the framework of state land supervision in terms of LLP.
