
During a working visit to the Khabarovsk District on June 23, Regional Governor Mikhail Degtyarev inspected local agricultural enterprises and spoke with their staff. The schedule included inspections of the new pig-breeding complex of SKIFAGRO-DV LLC, the meat processing plant of SKIF Group , and Irina Golubeva's goat farm.
"The Far East is traditionally a region that is not fully self-sufficient in food. Our goal is to ensure food security. Therefore, we support all our agricultural producers who have the desire, skills, and opportunity to work," emphasized Mikhail Degtyarev.
The first point of the extensive program was a modernA pig farm producing up to 70,000 pigs per year. The governor, along with company director Igor Grudev, inspected the facility's readiness for launch and the arrival of livestock. Today, all sites are equipped with the necessary equipment and are in strict compliance with veterinary and sanitary requirements.
"This pig-breeding complex is the largest in the Khabarovsk Krai and one of the largest in the Far East. State-of-the-art materials and technologies were used in its construction, and state-of-the-art equipment was installed. 190 jobs have been created here, with a team comprised of local residents and invited specialists from other regions of the country. The complex is fully prepared for launch, which was originally scheduled for earlier but was delayed due to the African swine fever epidemic. Therefore, livestock deliveries and the ramp-up to full capacity will begin in late this year or early 2024. At 100% capacity, the facility will produce approximately 6,000 tons of pork annually. This will ensure our meat processing plants are supplied with locally sourced raw materials," commented Mikhail Degtyarev.
This investment project has received and continues to receive support from the state.The pig farm is a resident of a priority development area (PDA) and enjoys all the benefits of preferential treatment. Approximately 9,000 hectares of land were also allocated without a competitive bidding process, and over 57 million rubles were allocated for land reclamation, equipment, and crop production development. Plans include assisting the enterprise in obtaining a subsidy for sold products. To ensure the biosecurity of the farm, a buffer zone and an action plan to enhance biological protection have been approved.
Once the complex is fully operational, pork produced here will be supplied, among other things, to the SKIF Group meat processing plant, whose products are in high demand among consumers throughout the Far East. Founded in 2013, the plant is the region's leading meat processing plant, accounting for 77% of the region's total market share.
Mikhail Degtyarev also personally inspected the sausage and semi-finished meat production line. During the inspection, the regional governor emphasized that providing residents of Khabarovsk Krai with high-quality and safe products made from locally sourced ingredients is a priority for the regional government.
The governor then visited Irina Golubeva's farm in the village of Michurinskoye. Exactly one year ago, the entrepreneur approached the governor with a request for assistance in re-applying for state support for the development of a goat farm.
"Irina Golubeva's goat farm is a small business producing products under the "Svoe" brand. I met Irina Alexandrovna at a private meeting with citizens last year, when she approached me with a request to support her ideas for developing goat farming," said Mikhail Degtyarev.
A Khabarovsk resident has been breeding dairy goats for the past several years. Using her own funds and a regional grant, she built and equipped a barn for 400 goats. In 2022, Irina Golubeva decided to reapply for the subsidy, but by law, she could only do so 18 months after the previous grant had been fully utilized. The regional governor then instructed the Ministry of Agriculture to make the necessary changes to the legal framework. As a result, the farm owner submitted the documents and won another grant, which is now funding the construction of a second goat barn.
"It's getting off the ground this year: the herd will double to 800 head. Plus, the farm produces its own forage crops. We fully support this," the governor stated.
Another competition for government support was recently held. The Svoe cooperative was declared the winner, receiving approximately 14 million rubles for the construction of a modular facility for feed production and processing. The entrepreneur also plans to develop agritourism. This project, Mikhail Degtyarev promised, can count on support from the regional government.
"We support everyone who wants to engage in agriculture. All farmers are under the protection of the state. We are grateful for their work – noble and necessary for the country," concluded the head of the Khabarovsk Territory.
