
Based on the results of 2024 , all state programs of the Ministry of Agriculture received high efficiency ratings from the Ministry of Economic Development. The Agro-Industrial Complex program ranked fifth, while the Comprehensive Development of Rural Areas program ranked first. This year, funding for these four state programs amounted to approximately 565 billion rubles, with the bulk of the resources going to the Agro-Industrial Complex program, where approximately 85% of the allocated funds have already been utilized. Preferential lending continues to be the most popular support measure.
For 2025, the Ministry of Agriculture announced the issuance of short-term, preferential loans totaling over 555 billion rubles, a 40% increase compared to the previous year. The draft federal budget, approved by the Russian Government, allocates 540.4 billion rubles for funding the Ministry of Agriculture's state programs for next year, of which 110.2 billion rubles are earmarked.
During the meeting, the minister also spoke about her joint work with deputies on updating sectoral legislation. During the spring session, a comprehensive series of federal laws concerning the agro-industrial complex were reviewed and approved, including streamlining the process of reclassifying agricultural land and labeling organic products. Numerous key initiatives concerning the legal regulation of pesticides and agrochemicals are planned for the fall session.
The Minister of Agriculture answered questions from committee members regarding support for the dairy industry, regulation of plant protection products, and other pressing issues.
