New rules for state support
According to the published draft resolution, the Ministry of Agriculture proposes to amend the State Program for the Development of Agriculture and Regulation of Agricultural, Raw Materials, and Food Markets. In particular, the draft proposes supplementing the program with new rules regarding the provision and distribution of subsidies from the federal budget for new regions.
In 2023–2024, support for farmers was provided in the form of grants, but starting in 2025, it is planned to switch to a more effective form — subsidies . This change will allow for a more targeted use of budget funds and increase their efficiency. Subsidies will be provided within the framework of the state program, which will ensure a more transparent and systematic approach to the distribution of financial resources.
Reasons for the changes
The main goal of introducing the new rules is to support the agricultural sector in conditions where new regions face unique economic and social challenges. Agriculture in these areas needs additional support, as it plays a key role in ensuring food security and creating jobs.
In addition, the changes are aimed at stimulating investment in the agricultural sector, which may lead to the modernization of production processes and the introduction of new technologies. This, in turn, will increase the competitiveness of local products in the federal and international markets.
Expected results
It is expected that the new rules of state support will create more favorable conditions for farming in new regions. This is expected to lead to an increase in agricultural production, an improvement in the quality of life of the local population and a decrease in unemployment.
It is also worth noting that changes in the rules of state support can contribute to the development of cooperatives and associations of agricultural producers, which will allow farmers to use resources more efficiently and share experience.
Changes in the rules of state support for farmers in new regions are a step towards more sustainable and effective development of agriculture in these territories. State support in the form of subsidies, rather than grants, will create a more structured approach to financing and developing the agricultural sector. It is important that these changes are implemented promptly and effectively so that farmers can take full advantage of the new system and contribute to the economic development of their regions.
