In 2023, 19.4% of livestock farming facilities falling under the provisions of this law received notifications to the territorial departments of Rosselkhoznadzor regarding the classification of substances formed during the keeping of farm animals as PPZh.
Territorial departments of Rosselkhoznadzor with persons carrying outproduction of agricultural products , preventive measures are being carried out aimed at clarifying the requirements for the circulation of food safety products. Thus, in 2023, 4 thousand preventive visits were carried out, 11.1 thousand information, 17.4 thousand consultations on the need to comply with legal requirements.
Also, 2.5 thousand events without interaction were carried out, as a result of which 2.2 thousand warnings were announced to business entities about the inadmissibility of violating mandatory requirements (warnings were issued, among other things, as a preventive measure when the Law on Livestock By-Products came into force).
Rosselkhoznadzor assesses compliance with the mandatory requirements established in the requirements for the circulation of PPZh within the framework of two types of supervision:
a) within the framework of veterinary supervision - during storage, processing, processing, transportation, sale of food products;
b) within the framework of state land supervision - when using PPZ on agricultural lands, the turnover of which is regulated by Federal Law of July 24, 2002 No. 101-FZ “On the turnover of agricultural lands.”
For violation of the requirements for the application of PPP, administrative liability will be provided in accordance with the Code of the Russian Federation on Administrative Offenses. Currently, changes to the Code of Administrative Offenses of the Russian Federation have not yet been adopted ( the bill introducing these changes was adopted by the State Duma in the first reading).
To determine the content of toxic elements and residual quantities of pesticides in livestock by-products, as part of the implementation of the requirements for the management of food safety products, the Federal State Budgetary Institution "ARRIAH" subordinate to Rosselkhoznadzor has developed 2 new methods that have been included in the FSIS "Arshin".
Currently, the Belgorod and Nizhny Novgorod branches of the Federal State Budgetary Institution "ARRIAH" are accredited to study the content of substances in food products.
In addition, we remind you that legal entities, individual entrepreneurs and farms (farms) without the formation of a legal entity engaged in the production of agricultural products must submit notifications about livestock by-products for 2024 by December 31, 2023 to the territorial department of Rosselkhoznadzor at the place of formation of the agricultural product.
Notifications of PPZ are submitted in person, by post with acknowledgment of delivery.
