
Exports of agricultural products in 2025 should increase to $35.4 billion, according to the national report on the results of the implementation in 2020 of the state program for the development of agriculture and the regulation of markets for agricultural products, raw materials and food. According to a press release from the Cabinet of Ministers, the document was approved at a government meeting on June 17. Annual progress reports on the implementation of the state program are prepared in accordance with the law "On the Development of Agriculture" and must be published before July 15.
In 2020, exports of agricultural products amounted to $30.5 billion and exceeded imports for the first time. In 2020, the planned indicators for the EXPORT of grain - $10.27 billion (29.2% more than planned), oil and fat products - $4.95 billion (13.2% more), food and processing industry products - $4.5 billion (9.8% more). At the same time, indicators for the export of MEAT and dairy products - $1.21 billion (10% less), fish and seafood - $5.33 billion (2.8% less) were not met.
In the structure of exports of agricultural products, the maximum share fell on grain crops - 33.5%. The share of fish and seafood was 17.4%, oil and fat products and products of the food and processing industry - 16.2% and 14.7%, respectively.
Imports of agricultural products and food products in 2020 decreased by 0.5% and amounted to $29.8 billion.
The state program was approved by a government decree of July 14, 2012. Its project part includes the federal projects "Export of agricultural products" and "Creation of a support system for farmers and the development of rural cooperation", departmental projects "Development of the agro-industrial complex providing accelerated import substitution of the main types of agricultural products, raw materials and food", "Stimulation of investment activities in AIC", "Technical modernization of the agro-industrial complex", departmental project "Digital agriculture".
According to the document, the index of agricultural production in farms of all categories (in comparable prices) in 2025 will be 114.6% compared to 2017, the value added created in agriculture in 2025 will reach 4 trillion 650.1 billion rubles, investments in the fixed capital of agriculture (excluding small businesses) will grow by 18.2% over this period.
In 2020, the Ministry of Agriculture of the Russian Federation was provided with 283 billion 591.7 million rubles for the implementation of the state program of the agro-industrial complex. In accordance with the updated budget schedule, 271 billion 862.2 million rubles were allocated. Actual financing amounted to 271 billion 289.6 million rubles (99.8% of the budget list).
In addition, in 2020, 16 billion 562.1 million rubles were allocated from the government's reserve fund, including 10 billion rubles to the authorized capital of Rosselkhozbank, 6 billion rubles to the authorized capital of Rosagroleasing.
According to the Ministry of Agriculture, in 2020, the level of self-sufficiency for grain was 167.6%, which is 1.8 times higher than the threshold value of the food security doctrine (at least 95%), for SUGAR - 99.9% (9.9 p.p. above the threshold value), for vegetable oil - 195.9% (2.2 times higher), for meat and meat products - 99.4% (14.4 percentage points higher), for fish and fish products - 149, 7% (1.8 times higher), for potatoes - 86.1% (8.9 percentage points lower), for MILK and dairy products - 84.1% (5.9 percentage points lower), for SALT - 65.9% (19.1 percentage points lower), for vegetables and melons - 87.1% (2.9 percentage points lower), for fruits and berries - 41.2% (1.5 times lower).
Crop production in farms of all categories increased by 1% compared to the previous year, by 6.1% compared to 2017. As part of the implementation of the measure to support agricultural insurance in the field of crop production in 2020, 2,390 insurance contracts were subsidized. The sown (planting) area under subsidized insurance contracts amounted to 5,063.1 thousand hectares, or 6.5% of the total sown (planted) area. The sum insured (responsibility of insurers) and the accrued insurance premium under such contracts amounted to 141.6 billion and 3.7 billion rubles, respectively.
Livestock production in 2020 increased by 2% compared to the previous year, by 5.1% compared to 2017. In particular, the production of livestock and poultry for slaughter (in live weight) in farms of all categories amounted to 15.6 million tons, which is 3.1% more than in 2019, including the production of pigs for slaughter increased by 8.9 %, poultry - by 0.3%, cattle - by 0.3%.
Milk production in farms of all categories increased by 2.7%, up to 32 million 215.4 thousand tons. In particular, agricultural organizations increased this figure by 5.3%.
Egg production in farms of all categories amounted to 44.8 billion eggs, which is almost at the level of 2019.
Production of food and processing industry products in 2020 compared to 2019 increased by 3.6%, drinks - by 1.1%. In particular, the meat industry increased the production of meat and by-products by 3.6%, up to 8,541.3 thousand tons, sausages - by 3.5%, up to 2,361.1 thousand tons, meat (meat-containing) canned food - by 10.1%, up to 736.3 million conditional cans (110.1% compared to 2019).
Milk production amounted to 5,513.9 thousand tons (1.6% more), cheese and milk-containing products with milk fat substitute produced using cheese technology - 758.3 thousand tons (5.2% more), butter oil - 282 thousand tons (4.7% more).
