The postponement is due to the fact that in 2026 two large statistical events coincide - the All-Russian Agricultural Census and the population microcensus. Their parallel implementation "will inevitably lead to a significant decrease in the quality of the results obtained," the government of the Russian Federation, which initiated the adoption of the law, believes .
According to the explanatory note, the organization of two large surveys in one year will cause difficulties associated with the use of a single software and hardware complex, the involvement of census takers, and the simultaneous processing of huge amounts of data. In this regard, the agricultural census is postponed to 2027, and the rule on the frequency of its conduct is suspended until 2028.
The previous All-Russian agricultural census took place in 2016. Usually it is carried out every 10 years, but against the backdrop of rapid changes in agriculture, the authorities decided to conduct a micro-census. The agricultural micro-census took place in RUSSIA from August 1 to August 30, 2021.
The law should come into force 10 days after its official publication.
