The State Duma adopted a law on self-regulatory organizations in livestock breeding.

Starting September 1, 2026, breeding farms will be able to join such organizations on a voluntary basis. The main goal of the SROs will be to ensure the transparency and reliability of breeding stock data, implement self-monitoring mechanisms, and establish links between breeding centers and assistance services. The adopted amendments and their alignment with current legislation were supported, and the Russian Government did not express any comments.

The key functions of SROs include confirming the compliance of animals with their standards, verifying data on breeding animals, and certifying specialists. After the law is signed by the President, the Russian Ministry of Agriculture will be empowered to maintain the register and register SROs, which experts believe is a logical step. The corresponding government decree is expected by September 1, 2026, when the law comes into force.
