The State Duma adopted in the first reading a bill on the creation of a unified information system for breeding stock

The bill clarifies the powers of state authorities in the field of livestock breeding, changes in the procedure for registering breeding animals, clarifies the concepts of "pedigree animal", "bonitation", "breeding value", "pedigree certificate", "pedigree herd". The requirements for permission to import breeding products are changing .

It is envisaged the creation and operation of a federal state information and analytical system of breeding resources, through which the executive authority of the constituent entity of the Russian Federation, dealing with management in the field of breeding livestock, will ensure the state registration of breeding animals and breeding herds, accounting of breeding farms, issuance of breeding certificates (passports) and permits for the import of breeding products (material).

Information about breeding animals bred in dairy and beef cattle breeding, sheep breeding, pig breeding, goat breeding, horse breeding, deer breeding, fur farming, rabbit breeding and camel breeding will be entered into the federal system. The regulation on the federal system of tribal resources, including the procedure for its formation and the list of information contained, will be approved by the government . The government will also approve the procedure and terms for the state registration of breeding animals.

If adopted, the document will enter into force on September 1, 2023, with the exception of the provisions regarding the creation and operation of the information and analytical system, which will come into force on March 1, 2026.
