The head of Svetlogorsk enters Slavsk with billions of investments

The Kaliningradskaya Ptitsa company plans to implement an investment project for the construction of a broiler poultry farm in the Slavsky district. This was reported by the press service of the regional government. The information was also confirmed by the HEAD of the administration of the municipality Eduard Kondratov.

As the head of the administration explained, we are talking about the construction of the so-called "full cycle" enterprise. “Starting from the production of eggs and ending with the production of chicken with the construction of the entire complex, including the feed mill,” he said, while specifying that it may not be about the entry of Kaliningradskaya Ptitsa into the table egg market. 

The approximate volume of investments is estimated at 3.5 billion rubles. The implementation of the investment project is planned from 2022 to 2025. If the factory is built, the region will receive approximately 350-400 new jobs.

The land for the new project is leased by the investor. “We have been working in this direction with the investor, with the Ministry of Agriculture for the last 3 years. Selected areas. It was necessary through COURT decisions with negligent land users through the court to terminate the lease agreements and so on and form [a plot] for this. They planned some kind of beet factory, they planned, they planned, the administration leased land plots to someone, and no one did anything ... For 3 years, all this preparatory work has been going on, and now it is entering the home stretch, ”commented Eduard Kondratov .

As the head of administration noted, the area of ​​land plots for the new investment project is about 500 hectares. The construction of the factory is planned between Slavsk and the village of Rzhevskoye.

Investors implementing projects in the east of the Kaliningrad region face a shortage of skilled labor. Eduard Kondratov hopes that the vacancies will be filled by residents of Slavsk. At the same time, he spoke about a multi-family housing project in the municipality, which could hypothetically be used to house workers. “This year we are starting the construction of an apartment building. For the first time, probably in 10 years. We will provide housing,” Kondratov said.

The head of the administration refused to disclose the details of the housing construction project in the Slavsky district, but from his words it follows that the municipality managed to interest commercial developers.

The Kaliningradskaya Ptitsa company was registered in March 2021. According to the data of the Kontur.Focus system, Andrey Mokhnov, chairman of the council of deputies of Svetlogorsk (in the status of the head of the municipality), is its sole founder and general DIRECTOR. He also acts as a director and one of the co-founders (controls 25% of the authorized capital) of the Baltzangaz Nefteorgsintez company (specializes in pig breeding). 50% in the authorized capital of the company is controlled by Kirill Gaidukov, Mokhnov's deputy in the council of deputies of Svetlogorsk. Another 25% belong to Raisa Kovalskaya, the mother of Alexander Kovalsky, the former head of the administration of Svetlogorsk. The revenue of Baltzangaz Nefteorgsintez at the end of 2020 amounted to 483.3 million rubles. 

* The current head of the administration of Svetlogorsk, Vladimir Bondarenko, suggested that Andrey Mokhnov “cannot have” commercial interests in the territory of the Svetlogorsk city district. “BaltZangas Nefteorgsintez is, first of all, a company that is engaged in pig breeding at the regional level. Where is pig breeding in Svetlogorsk? We have no production, fortunately, there is no "agricultural" any. Therefore, Mokhnov cannot have commercial interests in Svetlogorsk. Well, obviously, if we are talking about this direction. I have not heard that Andrei Viktorovich was interested in and engaged in development projects, ”said Bondarenko.
