
The Lipetsk Region Prosecutor's Office reported violations during the construction of a poultry production and processing complex in the Severny Rudnik microdistrict in the regional center. A large agricultural cooperative began work before receiving the necessary permit. According to Kommersant-Chernozemye, the cooperative is the Ecoptitsa Group of Companies.
The agency reports that the cooperative failed to establish a sanitary protection zone for the facility.Law enforcement officers discovered the foundation of the future workshop and an erected metal structure.
The prosecutor issued notices to the cooperative's management and the construction contractor, the Lipetsk mayor's office, to rectify the violations. Svetlana Surmiy, Chair of the city's Department of Urban Development and Architecture, was warned against violating urban development legislation when deciding whether to issue a construction permit to Ecoptitsa.
The State Construction Supervision Authority of the Lipetsk Region will review the inspection materials and decide whether to hold the group and contractor administratively liable under Part 1 of Article 9.5 of the Code of Administrative Offenses of the Russian Federation (a fine of up to 1 million rubles or suspension of operations for up to 90 days for legal entities).
Ecoptitsa submitted its poultry slaughter and processing facility project to the 2024 St. Petersburg International Economic Forum (SPIEF), where it signed a corresponding agreement with the Lipetsk authorities. The projected investment volume was 14 billion rubles, and the facility was scheduled to launch in the fourth quarter of 2025. Its capacity was expected to be 50,000 tons of poultry meat per year.
