Germany completes livestock modernization program: what awaits farmers?

Reasons for the End of the BUT Program

The main reason for the closure of the BUT program was the lack of significant impact. Despite initial hopes, the program failed to attract a sufficient number of applications and did not generate the required level of investment in the livestock sector. Consequently, the BMLEH concluded that the GAK is a more effective tool for supporting farmers and improving agricultural infrastructure. This decision also meets the demands of the federal states, which insisted on a more rational use of budget funds.

New Opportunities for Farmers

With the transition to the GAK program, farmers will have the opportunity to continue modernizing their facilities, albeit with some changes to the funding conditions. The GAK will provide funding for the construction and modernization of piggeries, but with an emphasis on meeting high animal welfare and environmental standards. This will not only improve animal welfare but also enhance the competitiveness of German livestock farming internationally.

Farmers will also be able to take advantage of funding that covers up to 60% of costs if they apply for BUT funds in time. it is important to note that the BMLEH plans to negotiate with the federal states to ensure a smooth transition from one program to the other, minimizing any negative impact on the agricultural sector.

Financing Deadlines and Conditions:

According to the updated terms, farmers will be able to apply for investment funding under the BUT program until the end of April 2026. Financing for operating costs will be available until 2028. Currently, 271 applications for investment subsidies and 413 for reimbursement of operating costs have been submitted under the program.

The BMLEH promises to publish updated deadlines and important information for farmers in the Federal Gazette on September 12, 2025, ensuring predictable planning for all participants in the agricultural sector.
