Minister of Agriculture Yevgeny Leshchenko announced this during a meeting of the Agrarian Committee of the Legislative Assembly . The experience of the Krasnoyarsk Territory was taken as a basis.

According to the ministry, 14 billion rubles are required to carry out the construction of the required 727 concrete sites. The cost of one manure storage facility for an agricultural enterprise with 500 cows is estimated at 50 million rubles. According to the ministry’s estimates, the total costs of agricultural producers only for the purchase of concrete necessary for construction will amount to 4.5 billion rubles.

Deputy, member of the relevant agricultural committee of parliament Oleg Bugakov believes that the construction of manure storage facilities can be problematic. 

“I can’t imagine how, for example, you can build a site for 11 thousand livestock. An animal eats 60 kilograms of feed per day; we can guess how much fertilizer it produces. What kind of sites should these be?” — the deputy is concerned.

Parliamentarian Alexander Teplyakov also believes that grants imply enormous financial costs. 

“We will spend money on things that are not necessary. It is necessary to adjust the standards and remove manure from the class of agrochemicals,” he said.

He was supported by the head of the Agrarian Committee Denis Subbotin. He suggested contacting the State Duma with a proposal to make appropriate changes to the resolution of the Russian government. And also, within a month, study the experience of the Krasnoyarsk Territory in providing grants for the construction of manure storage facilities and formulate a specific proposal, which will later be considered at a committee meeting.

“The question is painful, the lawand the rules exist, and they must be followed, despite the fact that they seem irrational to us. We are taking the idea of ​​grants into consideration, because if the federal center does not change the rules, the region must be ready to help peasants,” said Denis Subbotin.
