A conscious choice of a future profession, as a rule, means that in the long term a person will grow, develop and stay in it, because he listened to the call of his heart and does not want to look for something else. The HEAD of the criminal-executive inspection (UII) of the public security police of the internal affairs department of the Glubokoye district executive committee, police lieutenant colonel Sergei Tsyrban thought about serving in the MIA when he was a conscript soldier. And for 18 years now he has been giving himself entirely to his beloved work. On the eve of a professional holiday - the 90th anniversary of the establishment of criminal-executive inspections, he told a BELTA correspondent how to help those who have stumbled return to the path of law-abiding citizens and what saves him from work stress. Before his conscription, Sergei Tsyrban, who ended up in the internal troops, studied at the Glubokoye State Professional Lyceum (now it is the Glubokoye State College). In the army, he saw what the employees of the Ministry of Internal Affairs do and what duties they perform, and decided that he would stay in uniform, but as a professional. "I was interested in serving in the internal affairs agencies, since we were on duty to protect public order in Polotsk and Novopolotsk, and I began to understand what the employees of the Ministry of Internal Affairs system do. After demobilization, I applied to the Glubokoe District Department of Internal Affairs. Since there were no vacancies there, I was offered to study at an educational institution of the Ministry of Internal Affairs. I successfully entered the then Mogilev College of the Ministry of Internal Affairs, where I studied until 2011. Then I was appointed to the position of a district police inspector in Glubokoe. After that, I was offered to transfer to an inspector of the UII," says the policeman.
He made a career from a regular inspector to the head of the inspectorate. Now he has three employees under his command. They have to work with a difficult contingent - citizens who are serving sentences not related to imprisonment, and persons released from correctional institutions - until the term of their conviction is expunged. Sergey Tsyrban emphasizes that an individual approach must be found for each of the "wards". For some, it is enough that the person has received his punishment and realized what he did, is ready to improve and is trying to do so, but someone needs stricter control - almost like in school, where negligent students need to be watched like a hawk.
"The inspectors of the UII ensure the timely registration of such persons, monitor them at their place of residence according to the frequency established by regulatory and legal acts, conduct educational activities, and assist in employment. Now a relevant topic is the involvement of unemployed persons in socially useful work," explains the head of the Glubokoye UII.
By the way, according to Sergey Tsyrban, it is precisely these types of work that are an excellent incentive for the wards of the UII to quickly take a decent vacancy, so as not to, for example, sweep the streets in full view of everyone. "Very often, people who are registered try to find a job, and they are more willing to agree to offers with guaranteed accommodation. If a person has realized what he has done, what motives pushed him, and especially tried to lead a decent lifestyle, receives a good salary, he is afraid of losing it all and does not return to the path of crime. However, there are also such citizens for whom no prevention helps - neither conversations, nor punishment," the policeman shares.

alcohol . The issue of combating this disease is difficult and global, but as a servant of the law, the head of the UII is sure that prohibitions will not help, here everything depends on the person and, to a large extent, on the environment.
Sergei Tsyrban is a native of Glubokoshchina, he knows many in the regional center, as do the locals - him. He says that this helps the service, the offenders listen to their fellow countrymen willingly, even with a certain shame, they say, it is embarrassing to behave like that in front of their own. my work , as they say, in the provinces. We have everything in sight. This helps to some extent, it is enough to have a heart-to-heart talk with a person, find out how he is doing and what is bothering him, and some of the problems are solved,” he believes.
This year, Sergei Tsyrban is participating in the competition for the title of the best among employees of criminal-executive inspections for the first time, which is held in the Minsk region. At the regional stage, he took first place and, together with two other colleagues-prize winners, is defending the honor of the region in the final. “The competition is multifaceted - you need to complete a task on special training related to official activities, medical training and demonstrate practical skills - fire training, as well as go through an obstacle course,” the head of the Glubokoye UII shares.
Sergei Tsyrban notes that for him, the main thing in the competition is to try himself, gain experience, understand what he is capable of and whether there are gaps in knowledge or skills that need to be filled, pulled up and brought to a high level. The Glubok resident says that he prepared for the competition with colleagues who have already participated in such several times professional competitions, they have experience and were able to share everything they knew. "There is a little excitement, but more interest, in any case, it's worth trying," he says.
Sergey Tsyrban speaks only positively about his work. "Yes, you have to deal with citizens who have broken
the law . But I see my task as a policeman and an employee of the criminal-executive inspection not only in controlling and keeping everyone in an iron fist. "It is very important for us to help such people improve, to warn them of the consequences, sometimes irreparable, that break their lives, and, of course, to protect ordinary citizens from crime, so that their peaceful life is not marred by anything," he says.
The policeman also has his own outlet, which helps relieve stress and forget about the hustle and bustle of everyday work. Sergei is an avid fisherman, and he has involved his wife in this hobby. He advises everyone who wants to find that switch that switches the psyche from negative to positive, to spend more time in nature, which charges and gives energy for further service.
