For 2021, 13 victims: the Investigative Committee of the Vitebsk region recalls the rules of conduct at railway crossings

January 21, Vitebsk. In 12 accidents at railway transport facilities in the Vitebsk region last year, two people were injured and 11 died. This was reported to a BelTA correspondent at the USC in the Vitebsk region.

The incidents happened in Shumilinsky, Polotsk, Gorodok, Dubrovno, Tolochin and Orsha districts. The Investigative Committee found that in eight cases, at the time of the incident, the victims were intoxicated .

In one case, a minor was injured. According to the investigation, on the evening of March 5, 2021, a 16-year-old girl was injured by an electric train while crossing the railway tracks along the technological passage of the Orsha-Central station. it was established that during the transition she was talking on a mobile phone. Seeing a moving train, she began to run across in front of him. The driver gave sound signals and applied emergency braking, but the collision could not be avoided.

The study of inspection materials showed that 11 analyzed facts of injury by railway transport occurred due to the fault of persons who, being at railway infrastructure facilities, grossly violated the established safety measures.

On one incident, the investigative department of the USC for the Vitebsk region initiated a criminal case under part 2 of article 306 (violation of labor protection rules, resulting in the death of a person and causing serious bodily injury) of the Criminal Code. According to the investigation, on the afternoon of February 13, 2021, at the Orsha-Zapadnaya station, workers were cleaning snow from the railroad tracks. At that time, the Orsha-Krichev diesel train was running along this route. The driver gave sound signals to the workers and applied emergency braking, but the collision could not be avoided. As a result of the collision, a 39-year-old man died from his injuries at the scene, the second worker received multiple injuries and was hospitalized. At present, his life is not in danger.

The investigator, with the involvement of specialists from the UGKSE in the Vitebsk region, inspected the scene of the incident and the train, appointed expert studies, the conclusions of which were analyzed and attached to the materials. The documentation on the issuance of special means, the decoding of the speed of the train, the conclusion on the accident of the Orsha Interdistrict Department of the Vitebsk Regional Directorate of the Department of State Labor Inspection was confiscated and studied. As part of the investigation, the investigator interrogated the victim, suspect and witnesses. Checks of indications on the spot and confrontations were carried out. A forensic technical examination has been appointed, the production of which is entrusted to the Belarusian State University of Transport.

It was established that the 36-year-old foreman of the track did not ensure the safe performance of work on clearing turnouts and railway tracks from snow, did not organize work to fence the work site with a portable stop signal. During the verification activities, information was received that portable stop signals were available in the required quantity to organize safe work. The investigation of the criminal case is ongoing, the final legal assessment will be given based on its results.

Employees of the Investigative Committee are reminded of the rules of conduct when crossing the railway tracks. You can not sit on the rails and walk along the tracks, especially in a state of intoxication. You can move along the tracks only at a distance of 5 m from the outermost rail. When crossing railway tracks, you must remove your headphones, hoods, and you should not talk on the phone. You need to make sure that there is no moving train in the line of sight.
