
November 30, Mogila. Reducing deaths and injuries from external factors became the main issues on the agenda at a meeting of the Mogilev Regional Executive Committee, BELTA reports.
All interested parties took part in the discussion of Directive No. 1 “On measures to strengthen public safety and discipline,” including representatives of the executive branch , the prosecutor’s office and HEALTH care,law enforcement officers and employees of the Ministry of Emergency Situations . Among the guests are Minister of Internal Affairs Ivan Kubrakov and Chairman of the Constitutional COURT Petr Miklashevich.“Today we considered the pressing issue of preserving the lives of our citizens - both at work and in public places,” noted Pyotr Miklashevich. “For almost 20 years, Presidential Directive No. 1 has been in effect, which determined the actions of government bodies to minimize the loss of life of our people from external factors. Today, analysis shows that systematic and targeted work is being carried out in the Mogilev region , relevant plans are being approved, many activities are being carried out. On the one hand, there is a positive trend - the number of people dying and being injured at work and in other public places is decreasing, on the other “There is a lack of specificity, responsibility, and focus in achieving these goals.”
Pyotr Miklashevich emphasized that a detailed conversation took place on the proposed topic, and specific measures were taken. Among the main factors influencing the achievement of a high level of public safety, the Chairman of the Constitutional Court named the creation of the necessary conditions at work and in public places, the safe behavior of citizens themselves, as well as the appropriate level of legal culture, legal awareness and law-abidingness. “It can be stated that in the Mogilev region people feel safe, but there are still isolated facts of death,” he said. “And now the task of the state and administrative bodies of the region is to take all measures to minimize these losses and create safe living conditions for citizens ".
“The systematic work of government agencies at all levels, organizations and citizens to strengthen public safety and discipline helps reduce deaths and injuries,” said the Chairman of the Mogilev Regional Executive Committee, Anatoly Isachenko. “As a result, the overall mortality rate in the region decreased by 10% compared to the same period in 2022 (in working age - by 5.7%). Death from external causes decreased by 5.2% (in working age - by 9.7%). There were significantly fewer deaths in fires and production, fatal accidents due to employer, murders and crimes committed in public places, as well as intentional infliction of grievous bodily harm. The situation with road accidents is gradually normalizing."
According to Anatoly Isachenko, despite the measures taken, problems in ensuring public safety and discipline have not been completely resolved. There are still many victims at work, the number of frauds has increased, including using information and communication technologies, as well as grievous bodily harm due to ALCOHOL. The share of “drunken” crime is over 34% and remains one of the highest in the country in the Mogilev region.
Special attention is paid to the deaths of people in fires and road accidents. Over the 10 months of 2023, 658 fires were registered in the region, or 10% more than during the same period in 2022. 59 people died in the fire - 11% less than last year's statistics. An increase in fires is observed in Mogilev and 15 districts of the region. Most often, fires occur due to negligence (214 cases, or 33% of the total number of fires), due to violations of the rules of operation and installation of electrical equipment (192 cases, or 29%) or heat-generating devices (114 fires, or 17%). The main cause of fires and deaths remains careless handling of fire (of the 52 people who died for this reason, 47 were careless when smoking). Of the 59 fire victims, 52 people (88%) were intoxicated.
The number of deaths in road accidents increased in Mstislavsky, Bobruisk, Bykhovsky, Kirovsky and Khotimsky districts. The leading cause of fatal accidents remainsalcohol - 17 out of 31 people who died in road accidents were drunk (including 9 people who died due to the fault of drunk drivers). Also, 6 drunk pedestrians and 2 drunk cyclists became victims of road accidents. All this indicates the need for further work in all areas of implementing the requirements of the Directive.
