The Eurasian Economic Commission (EEC) explained which goods will be tracked using navigation seals.

November 26, Moscow . The Eurasian Economic Commission (EEC) held a conference titled "Navigation Seals as a Tool for Developing Transparent and Secure Trade in the Eurasian Economic Union," the EEC press service told BELTA.

Ruslan Davydov, Member of the EEC Board (Minister) for Customs Cooperation, informed the event participants about the launch of shipment tracking using navigation seals, effective February 11, 2026. "The long-awaited tracking mechanism using navigation seals is not only a technological innovation but also an effective tool for improving the efficiency and security of logistics processes, opening up new opportunities for the integration and development of the EAEU . The immediate objective is to create a unified information environment that will minimize the use of customs and other types of state control over goods transported within the customs territory of the union, while ensuring their legal circulation," he said. 

The EEC Minister explained that the agreement on the use of navigation seals in the EAEU provides for the gradual introduction of a tracking mechanism based on product categories and modes of transport. The seals will be implemented in three stages and will last 1.5 years.

During the first stage, navigation seals will be applied to three groups of goods. The first group includes sanctioned and certain types of excisable goods, includingAlcohol and tobacco transported in accordance with customs transit and export procedures, as well as those moved between EAEU member states as part of mutual trade. The second group includes clothing, footwear, and equipment transported by road in accordance with the customs transit procedure. The third group includes nicotine-containing products and nicotine raw materials transported by road and exported from the customs territory of the EAEU in accordance with the customs export procedure.

More than 150 representatives from government agencies, businesses, customs, and transport and logistics sectors from EAEU countries participated in the conference.
