Inspecting a crime scene is a delicate matter, or How journalists in Brest investigated a crime

Belarus celebrates Preliminary Investigation Officer Day on September 12. On the eve of their professional holiday, employees of the Investigative Committee for Brest Oblast invited journalists to visit, with whom they temporarily swapped places. The reporters put aside their pens and dictaphones and armed themselves with forensic equipment to try to solve the crime. Law enforcement officers observed the process and were ready to help with advice at any time. A BELTA correspondent also changed professions for a few hours.

"We can interrogate people, conduct confrontations, order examinations. But the basis of everything is the inspection of the scene. When arriving there, the investigator has practically no information and needs to record the situation as much as possible. These moments form a picture of what happened. If we do not record it in time, we can lose important evidence. Inspection of the scene is only the first stage, but a very important one. The result of solving the crime and investigating the criminal case will largely depend on it," said Maxim Ploskunov, Deputy Head of the Investigative Committee for the Brest Region.

The reporters tried themselves in the role of the investigative task force. We didn't have time to grasp the importance of the new status - a message came from a woman who saw a wounded man lying on the ground. According to the legend, the drama unfolded on an abandoned deserted farm. A mobile forensic laboratory of the Investigative Committee left for the scene.

It was a bit of a puzzle, because the data was initially very meager. There was a mannequin lying on the ground, playing the role of the victim, and there seemed to be nothing remarkable around. To help the journalists,The law enforcement officers asked leading questions. The investigator for especially important cases of the department for the investigation of crimes against the person and public safety of the Investigative Department of the Investigative Committee for the Brest Region, Sergei Latyshevich, specializes in investigating such crimes.

"When territorial divisions require more forces and experience, then the employees of the investigative department are involved. If the crime was committed in conditions of non-obviousness and was not solved at the initial stage, as a rule, a very large amount of work is carried out to establish the identity of the suspect, starting from the inspection of the scene of the crime. An investigative group is created, which may include several investigators," noted Sergey Latyshevich.

Оказалось, мужчину ранили ножом, у него в карманах лежала большая сумма денег и долговая расписка. Судя по календарю, сроки возврата уже прошли. Чуть поодаль с телом лежал окурок, четко виднелись следы от обуви. Так, картина начала вырисовываться.

Старший следователь криминалистического отдела УСК по Брестской области Сергей Ковалевич посоветовал новоявленным неопытным коллегам не спешить с выводами, а изучить все детали.

"Наше подразделение оказывает криминалистическое сопровождение на местах происшествий. Либо сами осуществляем осмотр места происшествия, либо помогаем следователям с описанием, изъятием, обнаружением, фиксацией следов, орудий. В последующем назначаем криминалистические экспертизы, также занимаемся осмотром различной техники - компьютерной и радиоэлектронных устройств", - рассказал Сергей Ковалевич.

Еще одна локация - стол со стаканами, бутылками, сигаретными пачками. Чтобы понять, кто был участником скромного застолья, нужно было снять отпечатки пальцев. Процесс очень неторопливый и кропотливый. В итоге все-таки несколько четких "пальчиков" нам удалось получить. Продолжив осмотр, наткнулись на еще одно "тело". В его вещах была найдена записка с признанием в убийстве.

"Когда преступление проходит в замкнутом пространстве, допустим в квартире, осмотр занимает меньше времени. Бывает, что преступления совершаются в полях, где никого нет и вещественные доказательства могут быть разбросаны в радиусе 50-100 м. Время суток влияет. Часто подобные осмотры проводятся ночью. У нас есть световые башни, но они не сравнятся с дневным светом. Влияет пора года. Например, зимой следы могут заметаться снегом. Очень много факторов, которые влияют на качество работы", - подчеркнул Сергей Латышевич.

По его словам, преступления часто случаются именно на бытовой почве. Конфликты, подогретые алкоголем, могут вспыхнуть по незначительному поводу - из-за долгов, разногласий по разным вопросам, ревности, личной неприязни.

"Причины могут быть самые разные. Такие преступления, как правило, раскрывают в течение суток. Установлены подозреваемый, обстоятельства произошедшего. Остается это только фиксировать, исследовать, доказывать вину", - добавил Сергей Латышевич.

В нашем случае должник не собирался возвращать деньги, что возмутило мужчину и он в приступе ярости ударил оппонента ножом, а затем свел счеты с жизнью. На раскрытие этого преступления журналистам понадобилось 1,5 часа. Конечно, без помощи следователей далеко бы мы не продвинулись. В таком деле нужно не только быть профи, но и любить свою работу.

Sergey Latyshevich shared that since school he dreamed of connecting his life with work in the Investigative Committee. After graduating from the investigative-expert faculty of the Academy of the Ministry of Internal Affairs, he worked as an investigator in the district department in Minsk. Then he transferred to the Brest inter-district department of the Investigative Committee, and then to the regional department.

"When I watched movies in my youth, of course, there was a lot of romance. During my studies, I began to understand that not everything is so simple, you need to know a lot: there can be no theory without practice," he noted. "Probably, every investigator should have a heightened sense of justice. People are equal before the law. A person must be responsible for his actions if he violated the law . I love the profession for the benefit of society and the state as a whole."

His namesake Sergey Kovalevich is a man with unique experience. At the beginning of his career, he worked in the forensic group at the Berezovsky District Department of Internal Affairs. When the Investigative Committee was created, he was offered a change of role and worked as an investigator for ten years. A year ago, he transferred to the forensic department of the regional department. This position combines the knowledge of an expert and an investigator.

"After ninth grade, I entered the Brest Polytechnic College, graduated with a degree in law. My father served in the internal affairs agencies at the time. I was interested in continuing the dynasty. I studied in Moscow and returned home. I like my job . The most important thing is not to stand still, but to develop," says Sergei Kovalevich.
