Kubrakov: The country is seeing a positive trend in the reduction of repeat offenses

Three issues are on the agenda. The first concerns measures taken by internal affairs agencies to prevent recidivism and improve the organization of work with previously convicted individuals.

Opening the meeting, Minister of Internal Affairs Ivan Kubrakov noted that organizational and practical measures generally make it possible to influence the prevention of recidivism, as evidenced by the positive trend in their decline.

According to the results of the first four months of 2024, the number of particularly serious and serious recidivism offenses committed in rural areas by unemployed individuals who were intoxicated has decreased . "At the same time, it's clear that there's untapped potential in this area," the minister emphasized. "First and foremost, we need to continue building constructive collaboration with local authorities and other preventative actors to facilitate the labor and social adaptation of citizens released from prison.
"It's essential to develop effective mechanisms to assist such individuals in finding employment, as more than two-thirds of repeat offenders are committed by those unemployed. At the same time, we need to increase the level of preventative measures for those under supervision who evade employment. The legislative and regulatory framework generally allows for this, and the mechanisms have been defined," Ivan Kubrakov added.
