
On July 7, 2022, the State Duma, in the third final reading, unanimously supported the adoption of a bill that simplifies the procedure for renting land plots for peasant farms.
Vladimir Plotnikov, First Deputy Chairman of the State Duma Committee on Agrarian Issues, President of AKKOR, spoke at the plenary session on this issue.
Citizens and peasant farms from January 1, 2023 are allowed to take agricultural land in state or municipal ownership for five years without bidding.
The law was adopted with an amendment requested by farmers - members of AKKOR. She received the support of the United Russia faction, the support of the entire agrarian committee. This amendment removed from the text of the law the provision on a one-time grant of the right to lease.
That is, the farmer will be able to continue working on this site after five years. The lease can be extended, or the peasant will be able to buy this land into his own.
The adoption of this law has been sought by farmers for many years, who could get additional land only at auctions. Now the situation has changed - the land has become more accessible.
Note that the draft law prohibits making a leased plot as a contribution to the authorized capital of a business partnership or company, as well as a share contribution to a production cooperative.
In addition, it is impossible to change the intended purpose of the leased land plot, as well as transfer the land plot to third parties or leave the right to lease it as a pledge.
