Regional Minister of Agriculture and Food Vasily Muklin held a working meeting on the development of agricultural consumer cooperatives (ACCs).
The event discussed state support measures for the cooperatives, summarized their progress, and outlined plans for 2026. As a reminder, state support in the form of grants and subsidies for ACCs has been provided since 2019.
"Over seven years, 134 subsidies have been provided to 27 ACCs. The average annual funding for this program is 71 million rubles. Grants for the development of material and technical infrastructure were distributed to 23 recipients for a total of 262 million rubles. In 2025, grants under this program were provided to four ACCs totaling 40.6 million rubles, and 19 organizations received subsidies totaling 72 million rubles," Muklin reported.
The results of this support are evident in specific examples.
The Batyr consumer processing and marketing cooperative in the Selty district unites more than 100 private households and farms. The company's goal is to ensure the production of highly profitable products. In 2025, the cooperative received a grant of 10 million rubles. The funds were used to modernize the feed mill and purchase a high-performance combine harvester. The introduction of new equipment significantly reduced the harvesting time . This positively impacted the procurement and sale of balanced animal feed. For achieving high results in feed procurement and sales last year, Batyr won silver in the "Agricultural Entrepreneurship - Vector of the Future" competition at the Golden Autumn 2025 exhibition.
Subsidies for partial reimbursement of costs associated with:
- the acquisition of property for the purpose of subsequent transfer of ownership;
- the acquisition and subsequent contribution to the indivisible fund of machinery and equipment;
- the purchase of agricultural products and wild food resources.
As Vasily Muklin noted, in 2026, the new federal project "Small Agribusiness Development" will continue to support priority areas, including the development of agricultural consumer cooperatives. 99.7 million rubles have been allocated for these purposes, of which 49.2 million will be grants for the development of material and technical resources, and 50.5 million rubles will be subsidies to partially reimburse costs.
The meeting also discussed the prospects for cooperation between agricultural consumer cooperatives and the regional agricultural aggregator, established in 2024 on the basis of the Lyullinsky cooperative. Its purpose is to consolidate the produce of Udmurtia's farmers and distribute it to retailers. This ensures stable distribution channels for local producers.
