The Department for Socio-Economic Development of the Village of the Tomsk Region held a training seminar at the Council of Municipalities of the Tomsk Region on the topic: “Problems of implementing a subsidy from the federal budget to the budget of the Tomsk Region for the preparation of projects for surveying land plots and for carrying out cadastral work in order to co-finance the expenditure obligations of the constituent entities of the Russian Federation ".
The seminar was held in a face-to-face format with the possibility of online connection. The heads of municipalities and specialized specialists of municipalities took part in the training.
During the training, the participants of the seminar were told how the selection of applications for subsidies is carried out, how to implement the subsidy and provide reporting. The speaker was Maria Kustova, Chief Specialist of the Department for Social and Economic Development of the Village of the Tomsk Region.
State support in the form of a subsidy for the preparation of projects for surveying land plots and for carrying out cadastral work on registration of land plots in the ownership of municipalities is implemented in the region from the federal and regional budgets.
Since 2022, this type of state support has been implemented as part of the state program for the effective involvement of agricultural land in circulation and the development of the reclamation complex of the Russian Federation.
“In 2022, the amount of the subsidy for the preparation of projects for surveying land plots and for carrying out cadastral work amounted to 6,321 thousand rubles, of which 5,489.7 thousand rubles. funds from the federal budget, for a total area of ​​registered land plots of 13.3 thousand hectares. The subsidy was used by 21 municipalities of the Tomsk region, including 6 municipal districts and 15 rural settlements. For 2023, state support is planned in the amount of 8.3 million rubles. on the area of ​​registered agricultural land of at least 15 thousand hectares. Agricultural producers will use the registered land plots for the implementation of new investment projects,” said Daria Balaganskaya, Deputy HEAD of the Department for Socio-Economic Development of the Village of the Tomsk Region, Chairman of the Legal Support and Personnel Policy Committee.
However, the analysis of the work carried out showed that rural settlements are not fully prepared for the implementation of activities related to the cadastral work. Some rural settlements were not able to carry out work on the transfer of ownership of land shares and, accordingly, spend the subsidies, since the specialists of rural settlements do not have the necessary level of experience and knowledge to perform all activities related to the cadastral work. Therefore, it was decided to hold a training seminar, during which specialists not only received the necessary information, but also had the opportunity to ask questions of interest to them.
