The Ministry of Agriculture of the Chelyabinsk Region conducts competitive selection for small businesses in the countryside to receive Agrostartup grants and to develop family farms.
Applicants for grants for the development of family farms can submit documents for participation in the competition from March 30 to April 28. family farmmust have been operating for more than a year, must be registered as a citizen of the Russian Federation in a rural area or rural agglomeration. The bidder must employ a certain number of new employees, use grant funds for two years in accordance with the spending plan. After receiving a grant, a family farm must carry out its activities for at least 5 years, during which at least 8% annually increase the volume of agricultural production. Financing of grants for the development of family farms this year will increase by almost 3 times, from 40 million to 110 million rubles. And if last year 4 family farms received grants, then in 2023 there will be at least 10 of them. The state will provide up to 60% of the grant amount, another 40% of the funds should be added by the entrepreneur.
From April 5 to May 3, a competitive selection for applicants for Agrostartup grants is taking place. Selection participants can be farmers or individual entrepreneurs registered in a rural area or in a rural agglomeration in the current financial year. Owners of personal subsidiary farms can also take part in the competition, who, if they win the selection, will have to register a farm or individual entrepreneur within a month. All participants provide a business plan, which includes, among other things, a plan for spending the Agrostartup grant funds. Grant recipients must create new jobs. The total amount of Agrostartup grants will amount to 37.2 million rubles. it is planned that supportwill be provided to at least 12 applicants. Up to 90% of the funds needed for the implementation of the project will be provided by the state, 10% should be the funds of the entrepreneur himself. The maximum grant can be 3 million rubles for cattle breeding , 2 million rubles for other activities.
After accepting documents from applicants for each competition, the commission of the ministry will determine the winners using a scoring system. When conducting competitive procedures, priority in obtaining grants will be given to family farms that grow dairy and beef cattle and Agrostartup projects aimed at developing vegetable growing, potato growing and dairy cattle breeding. This is due to the stimulation of the development of these branches of the regional agro-industrial complex.
In addition to the above grants, other targeted support will be provided to small businesses in the countryside. The subsidy to agricultural cooperatives will double to 30.1 million rubles. It is planned to allocate 12.7 million rubles for Agrotourism grants (in 2022 - 1.1 million rubles). The funding of the Competence Center, which provides consulting support to farmers, is also increasing from 3.5 million rubles. up to 5 million rubles.
