The governor of Kuzbass set the task of returning to agricultural circulation all the lands that were abandoned after the collapse of the USSR. According to Rosstat, as of January 1, 2021, the area of such land is 332 thousand hectares. Recall that the work to digitize all agricultural land and return abandoned arable land to agricultural circulation was initiated by the Governor of Kuzbass Sergey Tsivilev in 2018.
“Rational and efficient use of agricultural land is an important factor in the food security of Kuzbass. The municipalities of the region have done a lot of work to analyze the areas of agricultural land in order to intensify work on the inclusion of all agricultural land in Kuzbass into circulation,” reported Alexei Kharitonov, Deputy Chairman of the Government of Kuzbass for Agroindustrial Complex.
Passports of agricultural land were compiled, which included all lands in the context of land users and types of ownership, as well as actual use in agricultural production. As the analysis shows, a significant part of agricultural land continues to be in the shared ownership of citizens (32%). Most of them are used in agricultural production in personal subsidiary, peasant farms and other forms of organization of farms. Municipalities are working to identify unclaimed land shares and recognize them as municipal property in order to involve them in agricultural production and their effective management.
In parallel, municipalities are engaged in putting into circulation unclaimed arable land. In 2018-2020, more than 42 thousand hectares were returned. The largest areas of land to be returned to agricultural circulation are located in the Tyazhinskiy, Yashkinskiy, Mariinsky, Belovsky, Yurginsky districts.
This year, according to preliminary data from the municipalities, almost 55 thousand hectares of unused arable land have been put into agricultural circulation: 13 thousand hectares more than in the previous three years combined, and more than the plan by 10 thousand hectares. Specialists of the Ministry of Agriculture of Kuzbass will have to check the land plots declared as newly put into circulation and compare with the data obtained using digital services.
The Ministry of Agriculture of Kuzbass has prepared and brought to the attention of the municipalities a plan for putting land into agricultural circulation until 2026.
