In the Chelyabinsk region, Agrostartup will support small farms with grants

The Ministry of Agriculture of the region announced a competitive selection of applicants for Agrostartup grants from May 27 to June 2. The winners of the competition, depending on the direction of their activity (plant growing or animal husbandry), will be able to receive grants of up to one and a half and three million rubles, respectively. This year, for the first time, priority was given to projects for the development of vegetable growing, potato growing and dairy cattle breeding. The total amount of allocated funds for the payment of grants is 50.4 million rubles.
Agrostartup grants were established by the program "Development of small businesses in the Chelyabinsk region" within the framework of the national project "Small and medium-sized businesses and support for individual entrepreneurial initiatives". The regional program is aimed at solving the social problems of the village, increasing incomes and increasing self-employment of the rural population, as well as increasing the production of various types of agricultural products.

Selection participants can be farmers or individual entrepreneurs registered in a rural area or in a rural agglomeration in the current financial year. Owners of personal subsidiary farms can also take part in the competition, who, if they win the selection, will have to register a farm or individual entrepreneur of the corresponding profile within a month. All participants, in addition to supporting documents, provide a project for the creation or development of a farm, the so-called business plan, which includes, among other things, a plan for spending the Agrostartup grant funds. If the project is presented in the field of crop production, then the maximum amount of the grant can be one and a half million rubles, for animal husbandry - 3 million rubles. At the same time, the grant funds should not exceed 90 percent of the costs of the project. At least 10 percent must be the funds of the entrepreneur himself.
One of the conditions for the payment of the grant is the creation of new jobs in the year of receipt of support and the preservation of jobs for 5 years. For this period, the farmer, as it were, concludes an agreement with the region, undertaking to maintain and develop his production.
A scoring system is used to determine the winners of the competition. The duration of the farm, the presence of membership in an agricultural consumer cooperative, the ownership of agricultural land, production and storage facilities, self-propelled agricultural machinery, as well as the share of own funds for the implementation of the business plan from the total amount of expenses and the number of jobs created are assessed. For applicants in the field of crop production, points are also set for the area of ​​cultivated land plots from the total area of ​​the applicant, and for livestock - for the presence of a conditional breeding stock of farm animals.
This year, with an equal number of points, priority will be given to those applicants who are engaged in vegetable growing, potato growing, breeding of cattle and small cattle and MILK production. True, if in one direction - dairy cattle breeding - the number of points for applicants is equal, then priority will be given to those who are engaged in cattle breeding. This is directly related to the relevance of the development of industries. Suffice it to recall that last year it was the field vegetables on the shelf in the store that increased in price more than other products.
This year, two more types of grants and one type of subsidy will be paid in the form of targeted support to farmers. 40 million rubles will be allocated in the form of grants for the development of family farms; in the coming days, a competition commission will be held at the ministry to determine the winners for this type of grant. Also this week, the winners of the federal competition for grants "Agrotourism" will be announced, the amount of grants is from 3 to 12 million rubles, three projects are presented from the Chelyabinsk region. And in the fall, subsidies will be paid to agricultural consumer cooperatives for the purchase of raw materials, the total amount of which will be 14.25 million rubles. Small rural entrepreneurs are also active participants in all other support programs operating in the region.
