Russian farmers are asking to improve the procedure for moving large-sized agricultural machinery of the “wider than 4 meters” category along public roads, as well as simplify it and cancel special permits if the width of agricultural machinery does not exceed 4 meters
Based on numerous requests from farmers, First Deputy State Duma Committee on Agrarian Issues, President ACCOR Vladimir Nikolayevich Plotnikov sent an appeal to the Deputy Prime Minister of the Russian Federation Viktoria Valerievna Abramchenko with a request to amend the Order of the Ministry of Transport of the Russian Federation No. 298.
Among the main issues that need to be addressed, the State Duma deputy named long periods for obtaining special permits, especially during seasonal field work - applications are considered from 5 working days. Moreover, it is necessary to obtain separate documentation towards the field and back for each piece of equipment.
Fines for farmers reach 400 thousand rubles for one trip without permission.
“We also propose to recognize trailed, semi-trailed, mounted units, tools and equipment moving as part of agricultural machinery as a single vehicle,” Vladimir Plotnikov specified.
The introduction of these and other changes will simplify the use and control of the movement of agricultural machinery, the State Duma deputy said. For example, in the Krasnodar Territory, the number of oversized agricultural machinery is about 15 thousand units. In fact, in 2020, about 300 permits were issued to a goal in the region. There were no conclusions issued for large-sized agricultural machinery with a trailed unit or equipment.
