Russian Prime Minister Mikhail Mishustin signed a decree allowing the export of rapeseed from the Zabaikalsky Krai at the lowest customs rate. This was announced by the region's Minister of Agriculture, Denis Bochkarev .
"The tariff quota for the export of rapeseed outside the country through Zabaikalsky Krai checkpoints has been extended until August 31, 2025. The duty will remain the same – 6.5% of the customs value. The established volume for agricultural producers in the region is 23,100 tons. This support measure has been in effect for our region since 2020 and is aimed at developing oilseed production in the region," Bochkarev explained. The head of the regional Ministry of Agriculture clarified that a letter signed by Governor Alexander Osipov had
previously been sent to the Russian government
requesting an extension of the tariff quota. "As a result, a decision was made to annually extend our oilseed export permit until 2028, until the gross harvest reaches 150,000 tons of oilseeds," the minister explained.
In turn, to achieve the goals of the national project "Small and Medium-Sized Entrepreneurship and Support for Individual Entrepreneurial Initiatives," the Zabaikalsky Krai must submit a progressive plan for oilseed production and the development of the oilseed industry, including the commissioning of a rapeseed processing plant.
It is worth noting that agricultural producers in the region harvested rapeseed from 13,500 hectares this year, double the area sown last year. Following the harvest, the gross harvest was almost five times higher than the 2023 level, reaching 17,300 tons.
