The Ministry of Agriculture and the Government of the Chelyabinsk Region have fulfilled their obligations on state support for agriculture in 2023. 2 billion 508 million rubles were transferred as subsidies to farmers for the development of agriculture and the comprehensive development of rural areas. This was reported byMinister of Agriculture Alexey Kobylin at the last conference call in 2023 with agricultural municipalities of the region.
Among the government support measures are subsidies for the development of livestock and crop production sub-sectors, for the purchase of agricultural machinery and equipment, mineral fertilizers, and grants for the development of farms.
The latest December payments include subsidies for research and development work in agriculture, the purchase of raw materials from members of consumer agricultural cooperatives, reimbursement of part of the costs of insurance of farm animals, for the purchase of elite potato seeds, for the production of vegetables in greenhouses, involvement of arable land in agricultural rotation, for the production and sale of grain.
The minister spoke about the planned state support for the industry in 2024 . Recently, at a meeting of the Committee on Agrarian Policy of the Legislative Assembly of the Chelyabinsk Region, the draft regional budget for next year in terms of supporting agriculture was discussed. Compared to the 2023 budget, support for the region will increase by 456 million rubles.
The main plus of state support for the industry next year, as Alexey Kobylin noted, is the appearance of additional subsidies for the purchase of agricultural seeds. In the fall, due to weather conditions, farmers were unable to procure the required amount of seeds, and now the seed fund is 69% complete: 167 thousand tons are available, 75 thousand tons are missing. Therefore, state support measures, on the initiative of Governor Alexei Teksler, include support for the purchase of seeds. The Ministry of Agriculture of RUSSIA is ready to provide assistance in finding the missing seeds ; for this, the region will send a combined application indicating the varietal composition of the required batches of seeds to the Department of Plant Growing, Mechanization, Chemicalization and Plant Protection of the federal department at the beginning of next year.
The minister also spoke about other types of support in 2024. The volume of subsidies for the purchase of agricultural machinery and equipment is planned to be 30 million more – 221 million rubles. The list of subsidized equipment will include grain drying equipment. 295.6 million rubles will be allocated to the program for the construction and modernization of agricultural facilities, including grain warehouses (kapexes). Support for the purchase of mineral fertilizers continues - 190 million rubles. Next year it is planned to purchase 19 thousand tons of such fertilizers in active substance. It is planned to allocate 162 million rubles for the production and sale of grain.
