This was stated today by Deputy Minister of Agriculture Oksana Lut at the webinar "Support for Farming and Rural Development", organized by the United RUSSIA party. During the event, the Deputy Minister spoke about the work of the Ministry of Agriculture on the integrated development of the Russian countryside and the creation of a favorable business climate in it.
As part of the discussion, the Deputy Minister answered questions from farmers regarding legislative regulation and conditions for obtaining state support. Currently, there are 4 types of grants for representatives of small agribusiness, helping from the moment of establishment of farms to their entry into stable work. Targeted subsidies are issued to agricultural consumer cooperatives for the acquisition of property and an increase in the volume of sales of products. In addition, from 2022 it is planned to provide grants for the development of agritourism. This will contribute to the formation of conditions for attracting urban residents to rural areas and, in general, will ensure the strengthening of the economy and the social sphere of the village.
During the live broadcast, a farmer from the Rostov region raised the issue of supporting start-up entrepreneurs. In this regard, Oksana Lut noted the successful results of the Agrostartup grant - in the period 2019-2020, 3,344 farmers became its recipients. At the end of 2020, as part of this measure, the requirements for creating jobs during the implementation of Agrostartup projects were relaxed.
Another topical topic of the webinar was the issue of organizing sales without intermediaries and loss of profitability. This, in particular, is the aim of the legislative initiative of the Ministry of Agriculture of Russia to give farmers and cooperatives the right to sell their products on agricultural land. The department is also working closely with the largest Internet operators to include farm products in the range of marketplaces. An agreement on cooperation with Yandex has already been concluded, and a similar document will be signed with Ozon in the near future.
