
For success in the development of agricultural insurance, carried out with state support, at the end of 2021, the Ministry of Agriculture of the Irkutsk Region received an award at the site of the Committee of the Federation Council on Agrarian Food Policy and Environmental Management. The event was held as part of the meeting "On the results of work in 2021 and current tasks in the field of agricultural insurance with state support."
“The development of the agricultural insurance system in RUSSIA is under the constant control of the relevant Committee of the Federation Council. Now on the agenda is further approximation of insurance conditions to the needs of agricultural producers in various sectors of agro-industrial production,” said Alexei Mayorov, Chairman of the Agrarian Committee of the Federation Council.
As the Minister of Agriculture of the Irkutsk Region Ilya Sumarokov emphasized, in 2021, almost 40 thousand hectares of sown areas were insured in the region, with 2.87% of the sown area of grain crops and 47.87% of oilseeds. In 2022, the insured sown area amounted to 79.6 thousand hectares, which is twice as much as last year. This year, 10% of sown areas under grain crops and 37% of oilseeds are insured. The structure of the insured livestock of farm animals includes breeding stock of cattle, poultry and pigs.
“Agricultural insurance makes it possible to mitigate losses in the event of adverse consequences and the occurrence of insured events in the production of agricultural products. The Irkutsk region has developed incentive mechanisms for insurance, so when calculating subsidies in the field of crop production, multiplying coefficients are applied to the rate for agricultural insurance. In 2021, 21.6 million rubles were allocated to provide subsidies aimed at reducing risks in agriculture, and 32 million rubles are planned in the budget for 2022,” said Ilya Sumarokov.
In 2022, a rate of 80% was introduced for insurance against the risk of a “natural emergency”. Agricultural commodity producers of the region have become more interested in crop insurance, new crops appear in the structure of sown areas under insurance contracts - peas, potatoes, fodder crops.
