HEAD of the Association of Farmers of RUSSIA (AKKOR), First Deputy Chairman of the State Duma Committee on Agrarian Issues, V.N. Plotnikov sent to the Chairman of the Government of the Russian Federation M.V. Mishustin appeal from the farming community. We are talking about the possibility of canceling the introduction of a mandatory registration procedure in the FSIS "Grain" system for small businesses.
This initiative was discussed at a meeting of the Presidium of the AKKOR Council. From different regions of the country, farmers receive requests with detailed examples that speak of the redundancy and difficulty of meeting the requirements of the new system.
“Farmers are working in the field today and cannot fill out the tables and receive training at this time. Their main task is to grow and harvest crops,” the text of the appeal reads. - In addition, the rules require the provision of information on grain from each cadastral plot. This is not feasible for small forms of management - the farmer harvests the crop from the field, and not from the cadastral plots. In addition, when stored in warehouses, it is impossible to mix products from different areas. But how to do this if the farmer has one warehouse?”
Farmers appealed to the Prime Minister with a request to keep only the voluntary registration procedure this year, and the mandatory one to start next year. This will allow small agricultural producers to master the system and learn how to work in it.
