Following numerous appeals from beekeepers and residents of the Lyubinsky and Omsky municipal districts, in August 2021, the ROSSELKHOZNADZOR Office for the Omsk Region conducted unscheduled documentary inspections of a number of farms in terms of compliance with the regulations for the use of pesticides and agrochemicals.

As a result, administrative offenses were established, liability for which is provided for in Art. 8.3 of the Code of Administrative Offenses (“Violation of the rules for handling pesticides and agrochemicals”), namely:
- the dosages of the applied pesticides are violated;
- pesticides are used on crops not covered by the application regulations;
- when using pesticides, the phases of development of cultivated plants are not always taken into account, during which chemical treatments are acceptable.

Currently, the Department is taking legally significant actions to bring the perpetrators to administrative responsibility.

The Office of the Rosselkhoznadzor for the Omsk Region draws the attention of agricultural producers that the use of pesticides and agrochemicals in each case is carried out in accordance with the State Catalog of Pesticides and Agrochemicals permitted for use on the territory of the Russian Federation (hereinafter referred to as the Catalog) and the Sanitary Rules.
it is not allowed to exceed the consumption rates and increase the frequency of treatments specified in the Catalog, the use of pesticides during the established waiting period (the period after the last treatment with preparations before harvesting).

In accordance with par. 2 tbsp. 22 of the Federal Law of July 19, 1997 No. 109-FZ "On the safe handling of pesticides and agrochemicals", the safety of the use of pesticides and agrochemicals is ensured by compliance with the established regulations and rules for the use of pesticides and agrochemicals, excluding their negative impact on human HEALTH and the environment.
