Small and medium-sized businesses in the countryside help to fulfill the task set by the governor - to diversify the region's economy. Financing is carried out under the program "State support of the agro-industrial complex and sustainable development of rural territories of Kuzbass".

“A new economy based on small and medium-sized businesses is developing in Kuzbass. Agricultural producers will occupy an important place in it: thanks to the integrated development of rural areas, they will expand production and create new jobs in the countryside. Farmers can count on grants and subsidies, as well as attract investments,” Sergei Tsivilev emphasized.

According to Andrey Aritkulov, Minister of Agriculture and Processing Industry of Kuzbass, the share of small agricultural enterprises in the production of various types of products ranges from 2.5% in the production of MEAT and eggs to 46% in the production of leguminous crops. Support for small and medium-sized businesses in the countryside is given great attention.

So, small forms of agricultural enterprises in the region are helped by grants. Over the past three years, 194 million rubles have been allocated from the consolidated budget - 16 farms have been created, 14 family livestock farms have implemented their development projects. 47.7 million rubles were allocated for grant support for agricultural cooperatives in 2019–2021. The funds received created 105 new permanent jobs in rural areas.

In addition, assistance in the development of peasant farms is provided within the framework of the national project "Small and Medium Enterprises and Support for Individual Entrepreneurial Initiatives." Since 2019, almost 80 million rubles have been allocated, for which 22 new SMEs in agriculture have been created; the farms that received the Agrostartup grant hired 35 new permanent employees; 125 new members entered agricultural consumer cooperatives from among SMEs and citizens leading personal subsidiary plots.

Producers of agricultural products, organizations and individual entrepreneurs that meet the criteria for SMEs can obtain a short-term or investment loan from one of the banks authorized by the Ministry of Agriculture of RUSSIA at a rate of no more than 5%. Reimbursement of lost income occurs in the amount of 90% of the key rate of the Bank of Russia. To date, the total amount of disbursed funds has amounted to 3.8 billion rubles.
Another support measure, which was adopted in 2021 and extended to the next year 2022, is the preferential agricultural tax rate, which in Kuzbass is 3%.

In Kuzbass, the products of local producers are also promoted. For them, special shelves are allocated in stores, more than 100 contracts for the supply and sale have been concluded. Thus, the share of local socially significant goods presented in retail chains is 50%; bread and bakery products - 90%. Trade pavilions and counters of small-format (seasonal) trade are opening, where local farmers can sell their products on favorable terms.

In 2021, 1247 local and 28 regional fairs were held. New Year's fairs will be held in the near future, at which Kuzbass products will be widely presented.

The villagers of Kuzbass demonstrate their products at the international exhibition "Golden Autumn". Since 2020, it has become possible to represent regional brands at the Tastes of Russia national competition. In 2021, eight unique products from Kuzbass were submitted to the competition.
