Zelensky imposed sanctions against Chechen Minister Dudayev

Ukrainian sanctions target Alexander Boguslayev, the son of the former HEAD of Motor Sich, and former Ukrainian Verkhovna Rada deputy Ihor Mosiychuk. The decrees name 10 individuals in total. The list includes Chechen Minister Akhmed Dudayev.

Ukrainian President Volodymyr Zelenskyy signed two decrees imposing personal sanctions. One of them imposed sanctions on Chechen Minister of National Policy, Press, and Information Akhmed Dudayev.

Zelenskyy's decrees enacted the decision of the National Security and Defense Council of Ukraine, effective May 25, 2025. Sanctions were imposed on both Russian and Ukrainian citizens, as well as several companies.

In addition to Dudayev, the sanctions list includes the following Russian citizens:

  • Dmitry Punin;
  • Ivan Bannikov;
  • Alexander Matyashov;
  • Sergey Lalakin;
  • Sergey Mikhailov;
  • Gennady Petrov.

As RBC-Ukraine explains, the first three on the list—Punin, Bannikov, and Matyashov—are key figures in the ownership structure of the international online casino brand Pin-Up, which Ukrainian authorities suspect of money laundering.

Among the Ukrainian citizens sanctioned are journalist and former People's Deputy of Ukraine Ihor Mosiychuk and activist and blogger Rostislav Shaposhnikov. The list also includes Oleksandr Boguslayev, the son of Vyacheslav Boguslayev, former head of Motor Sich PJSC.

Vyacheslav Boguslayev is under arrest in Ukraine . He was detained in the fall of 2022 on charges of "aiding an aggressor state" and "collaboration." The charges against Boguslayev relate to "the illegal supply of military goods for Russian attack aircraft by Motor Sich," the SBU stated. He was later suspected of obstructing the activities of the Ukrainian army by intentionally blocking the fulfillment of a government contract.

The sanctions list includes the following companies registered in Ukraine: Ukr Game Technology LLC, Tranita Development LLC, Turbo.UA LLC, Victoria Soft LLC, as well as the Cypriot companies Guruflow Team Ltd, MONAK Limited and the Dutch company Carleta NV.

In early May, Zelenskyy imposed sanctions against 58 Russian citizens. The sanctions also targeted 67 Russian companies and seven registered in CHINA, Iran, Uzbekistan, and Belarus.
